L(A LUNDIN COLE ARCHITECTS, PC - s\ ~v-J April 24, 2002 6~~~ Dave Puent City of Springfield, Oregon 225 Fifth Street Springfield, OR 97477 * RE: Albertsons #574 City Job # 02-00099-01 Dear Mr. Puent, The City of Springfield is reqUiring, as part of the conditions of approval for development, that the existing trash compactor be enclosed and plumbed to sanitary sewer. Since a yard is described as being an "unoccupied space from ground to sky" the enclosure of the compactor reduces our overall yard measurement and as such impacts our overall available floor area according to the current edition of the UBC. We would request that the city accept that the Albertsons building meets the intent of the code without including this structure as limiting the yard for the following reasons; 1. The enclosure of the compactor does not affect the overall fire resistive nature of the building. . a. The enclosure will be non-combustible and sprinklered. The three trash compactor enclosure walls are all CMU. The roof will be metal and the framing will be steel. b. The trash compactor is self contained. c. The enclosure is located in the center of the Albertsons building and does not impact adjacent structures. 2. The enclosure does not affect public safety. a. There is no exit way or pedestrian route in the proximity of the enclosure. b. No exit path would require movement behind the enclosure. 3. The enclosure does not affect emergency access a. Fire and rescue have access to both ends of the store and as such would not have to move behind the enclosure. b. The yard depth everywhere except directly behind the enclosure is approximately 68'-0" giving more than adequate access for fire and rescue equipment. Although this construction situation is unique to the current building code. bothlhe new IBC and Fire Code allow for calculations based on yards of differing depths. The proposed method in the new codes takes into account that appendages may impact the yard without affecting the overall firellife safety issues of the building. Principals: Ted Lundin I John C.
