I have received the exemption request submitted by Sue Scott on behalf of Kaede LLC and
R82 LLC regarding the 5th Street Apartments project. The proposal is for residential use and
will not include a pool, community building, or other facility likely to keep hazardous
materials ori site. The proposal is therefore eligible for exemption from SDC 3.3-200.

SITE PLAN TENTATIVE #DRC2008-000 19 SCOTT / R8C LLC
Tax Map 17-03-26-24, Tax Lots 3201 & 3300,1980 & 1990 Fifth Street
Listed below are our comments for the above referenced development proposal:
I. The proposed development is within the Springfield city limits and wiil receive water service
from the Springfield Utility Board (SUB). The \0" water main is located in the street along 5th
Street. The City will not allow the street to be cut to access this water main. Therefore, the water
will need to be brought from either the water main located on the north side of S Street or from
the hydrant iee located south of the property (see attached map).
2. All new water system facilities and modifications to water system facilities both inside and
adjacent to the proposed development shall be placed in street right-of-way at a location and
depth of burY' that meets the standards of the SUB Water Division.
3. All water facility materials shall be to a standard that must meet SUB Water Division
specifications.
4. All workmanship shall be performed to meet or exceed SUB Water Division construction
standards.
5. Size of waterline and other facilities, including water meters, must meet the needs of the SUB
Water Division and the long-range needs of the City. These needs include, but are not limited to,
meter location and access, sizes of water distribution and transmission lines, pumping facilities,
and communication lines. .
6. . Please ask the developer to contact the SUB Water Division for detailed information on the
materials and. construction standards, detailed costs for installing SUB water facilities, and a
schedule of construction. Construction expenses may be reduced with good planning of required
water facilities, good timing of facilities installation, and j~int trench opportunities.
7. All water meters will be placed in public right-of-way at a'location identified by the developer,
Each lot or parcel must have its own water service. .

8. Water service facilities will be installed upon collection of development charges. Development
policies and charges identified in this letter are subject to change. Actual charges will be those in
cffect at the time water' service is requested. .
9. Springfield has several wellhead protection areas. Ninety percent of Springfield's drinking water
comes fromwells. In every instance, care shall be taken to prevent groundwater contamination.
Contractors/developers/owners shall be responsible for the safe handling and storage of
chemicals, petroleum products, fertilizers, and the prevention of groundwater and storm water
runoff contamination.
Special requirements may be necessary for groWldwater protection at this developnient. Contact
Amy Chinitz at Springfield Utility Board Water Division for details at 726-2396.

10. Backflow prevention devices will be required for this service. Please contact Chuck Davis at
726-2396 prior to installing water service. Chuck can help in the selection of the most
economical device and location. Water service will not be provided until a backflow plan has
been submitted to SUB Water Engineering and approved for installation.

SUB development charges are paid directly to SUB Water Division and
SUB Electric Division.

WELLHEAD PROTECTION RESPONSE TO SITE PLAN REVIEW

Dear Steve:
The proposed apartment complex development is within Springfield's adopted Drinking Water
Protection Area.' The property overlies portions of the 5 - 10 year time-of-travel (TOT) zone to
the Q Street Well. This area is highly susceptible to contamination from chemicals that may spill
or leak onto the ground surface. Aoy chemical spills or leaks must be cleaned up immediately
and cleanup materials disposed off-site and in accordance with Lane County and DEQ
requirements. In every case, care shall be taken to prevent groundwater contamination.
GENERAL CONSTRUCTION:
Chemical handling, storage, and use: Contractors/developers shall be responsible for the safe
handling and storage of chemicals, petroleum products, and fertilizers and the prevention of
groundwater and storm water runoff contamination. Chemicals used during construction,
including paint and cleaning materials/wastes, must not enter the soil or be washed into the storm
water system. All chemicals should be stored in adequate secondary containment.
DNAPL Prohibition: The contractor and all subcontractors are required to provide tl)e owner's
engineer with copies of MSDSs for all chemicals proposed for use on-site prior to use or delivery.
to the property. Based on these MSDSs, the engineer will determine if the chemical is approved
for use on this site (i.e., whether or not the product contains DNAPLs). The engineer may contact
the SUB Water Quality Protection Coordinator (744-3745) with any questions about evaluating
products for DNAPLs. A copy of the MSDS for all chemicals used on the project will remain on
the job site as required by law.
Equipment maintenance and fueling: Precautions must be taken to prevent fluid-containing
equipment located outside from leaking, including providing a dedicated area for fueling and
maintenance of equipment. This area should be prepared and maintained in a way that prevents
spills or leaks from migrating to the soil or storm water .drainage system.
No fill materials containing hazardous materials shall be used on this site.
OPERATIONS:
If applicable~dumpster;areas;should. be 'covered and contained to avoid>wastes from leaking into
the soil or storm water system. These containment plans need to be approved by the City of
Springfield.
Several months ago I spoke with Julie Roy, one of the project developers, about the use of
educational signage around the areas with pervious pavers. Because the pervious pavers pose a
potential risk to groundwater, we discussed placing warning signs and perhaps an educational
kiosk in the area to help prevent contamination. I hope that the applicant is still planning to
install such signage, and I am available to help develop the language.
