Vegetated Swale Operations and Maintenance Plan
Larkin ~ Naselroad Townhouses
341 South 42ndStreet
Springfield, Oregon
. This document is to outline maintenance and operations responsibility for the storm drainage
swale incorporated into the Larkin-Naselroad Townhouse project. The project consists oftwo
vegetated swales in the middle ofthe project site connected to each other with culvert pipe.
There is an irlet to the eastern swale from the parking area, and an outlet at the western swale to
the piped sy~tem that drains to the public infrastructure, .

All facility cpmponents, vegetation, and source controls shall be inspected for proper operations
and structunil stability, at a minimum, quarterly for the first 2 years from the date' of installation.
.. Subsequent inspections shall be completed bi-annually thereafter, and within 48 hours after each
major storm.event. Thefacility owner shall keep a log of inspections with the following.
. information: Inspection dates; Observations on operational status; Recording of any required
. maintenance. activities. The shall include the following items for inspection and maintenance.
Swale Inlets.
.
, Swale inlets ,~hall maintain a calm flow of water entering the swale. The inspection shall include
identifYing any erosion problems or the forming of erosion channels and take appropriate steps to
remedy Jhe problem. If sediment accumulation exceeds 4 inches thick, it shall be removed. This
shall be completed with hand-removal methods to minimize potential damageto the vegetation.
The inlets shall also be inspected for conveyance, and shall be cleared of obstructions limiting thi,
flow. Rock ~plash pads shall also be replenished when necessary to prevent erosion.

Side Slones .
Side slopes shall be maintained to prevent erosion of sediment into the swales, Slopes shall be
inspected fot adequate vegetation, and additional plantings shall be installed whe~e native soil is
exposed or erosion channels are forming.

Swa1e Media
The swale media shall allow the lower "ponding" area of the swale to percolate evenly tlll-ough
the vegetati\Ce swale'. [fthe swale does not drain within 48 hours after a storm event, the swale
shalled be tilled and replanted according to the original design specifications. In the event that
clogging coritinues, an annual program of tilling shall be implemented. Any debris that inhibits
the percolation of theswale shall be removed on a regular basis,
Swa1e Outlet
The swale outlet shall be kept clear of debris and cleaned out to allow free flow of water. Outlets
shall be cleaned when the conveyance capacity is no more than 50% impaired. Sources of
repeated sediment and debris problems shall be corrected, .

Yegetation shall be "maintained to a healthy and dense enough level to provide filtering of the
water flowing in the swale. Care shall be taken to ensure continued health ofthe vegetation
including. replenishing mulch as needed. Large shrubs and trees shall be pruned annually, and
fallen leaves or other fallen debris from deciduous species shall be ren1oved. Ifthe planting is a
grassy. swale, the height of the grass will be maintained to a height between 4 inches and 9 inches.
. Nuisance and prohibited vegetation from the Portland plant list shall be removed when.
discovered and replaced with approved vegetation. Invasive vegetation contributing up to 25% of
vegetation of all species shall be removed and replaced. Dead vegetation and wo'ody material
. shall be removed to maintain less than 10% of area coverage or. when the swale fiInction is
impaired.
Any removed vegetation shall be replaced within 3 months, or immediately if required to
maintain cover density and control erosion where soils are exposed.

Measures shall be exercised when handling substances that contaminate stormwater. Release~ of

A copy of this operation and maintenance plan shall be given to each new tenant and ! or property
owner.
Insects & Rodents
Insects and ~odents shall not be harbored in the swale. Pest control measures shall be taken when
insects! rodents are found to be present. If sprays are considered, then a mosquito larvicide, such
as Bacillus tjmrendensis or Altoside formulations can be applied only if absolutely necessary.
These sprays can" only be applied by a licensed individual or Contractor. Holesin the ground
located in arid. around the swale shall be filled. .
