AN ORDINANCE AMENDING SECTIONS 5-11-1 OF ARTICLE 11,
CHAPTER V OF THE SPRINGFIELD CODE PERTAINING TO FIREARMS.
THE CITY OF SPRINGFIELD, OREGON DOES ORDAIN AS FOLLOWS:
SECTION 1. section 5-11-1 of Article 11, Chapter V of the
springfield Code is hereby amended as follows:
"5-11-1 Firearms. Definitions. As used in this section,
the term firearm shall include any rifle, shotgun,
revolver, pistol, air gun, air rifle, BB gun, spud gun,
paint ball gun, or any similar mechanism by whatever name
known which is designed to expel a projectile through a
barrel or tube by the action of any explosive substance,
including but not limited to gun powder, flamable or
non-flamable gas, compressed air, spring or elastic.
(2) The Common Council may issue shooting area licenses
for target, trap, skeet, paint ball, and other similar
types of firearm recreation shooting areas in accordance
with sections 8-6-15, 8-6-16, 8-6-17, and 8-6-18 of the
Springfield Code.

(3) It shall be unlawful for any person to discharge any
firearm within the City of Springfield whether said firearm
be loaded with blank or live cartridges or projectiles of
any kind, except as provided herein. This subsection shall
not apply to the discharge of firearms on any target trap
or skeet range, paint ball facility, or shooting area which
has been approved by the Council as herein provided or to
the discharge of guns by any person in a private basement or
cellar target range, or to the discharge of guns where
necessary to protect life or property or to kill any
dangerous animal, or to any duly authorized peace officer
acting in the proper performance of his/her official
duties, or to the discharge of blank cartridges in
theatrical performances or sporting events, or to the
firing of salutes by firing squads at military funerals.
