Parkway to become City right-of-way and for the City of Springfield to provide maintenance to those streets. .. This action led to Resolution No. 08-36, adopted by Council and signed by the Mayor on July 21,2008. Since that time a Development Issues Meeting (DIM) was.held on Dec. 18t\ 2008, case number ZON2008-00041, whereby Staff began discussion of the annexation process. Staff is now prepared to initiate the pre-submittal application. Accompanying this memo is the annexation pre-submittal application for your review and signature. Your signature is required as the duly authorized representative o(the City of Springfield. After you have signed the application, it will be officially submitted and reviewed for completeness. Comments returned by City Staff will be addressed and the items required for ;the annexation , . application to be deemed complete will be included in the fmal submittal. When the second submittal (fmal application) is submitted, the public notice phase will be initiated. It is currently under the jurisdiction1pf Lane County. Addressing specific criteria as required by code SDC5.7-125(B) (13) and (14): I: I. A. The affected territory is within the current UGB and is contiguous to th~. city limits B. The proposed annexation is in fact consistent with applicable policies in ,the Metro Plan and any refmement districts. C. All urban services have been constructed and the right of way has been 1lIlly improved to meet the requirement of providing minimum levels of key urban services. " D. There are no fiscal impacts to the City and an annexation agreement is npt required. This is a council initiated action.
