Additional comments not related to the completeness of the application: o It isn't clear whether the 7-foot wide PUE along the South 37th Street property frontage is existing or proposed. There are no easements recorded against the property according to the title report. If the easement is proposed, it should be depicted along the frontage of the subject site only. o The panhandle parcel boundaries are hard to determine with the similar overlapping linework representing proposed utility line extensions. A separate plan sheet showing the proposed utility lines should be submitted, or different line styles/weights should be used. ' o The proposed joint use access easement does not match the driveway width at South 37th Street or the extent of pavement shared between the two parcels. , The easement should be extended to cover the entire width of the driveway at South 37th Street, or the driveway width should be scaled-back to match the easement. o The proposed off-street parking area for the existing house on Parcell should be' , depicted on the tentative plan. o The project narrative should indicate the applicant proposes to retain the existing trees on Parcel. 1 in lieu of providing new street trees. o The proposed private utility joint use trench may need to be relocated outside the public utility easement along the property frontage. Spnngfield Development Code Sections 3.050(3)-(6) and Oregon Revised Statutes 227.178 require the City take final action on a limited land use decision within 120 days after the application is deemed complete. The 120- day processing period for this application begins when all the missing information is submitted or when you request that the City proceed without the information. You must indicate by either signing this form or by submitting a written response to the City within seven days of the date of this form asserting your intentions regarding the provision of the missing information. If you indicate herein or in your written response that the missing information will be submitted, then you have 180 days from the date the application was submitted for Pre-Submittal Review to provide the City with the missing information. If you refuse to submit the missing information, then upon receipt of the full application packet and processing fee, the City will deem the application complete for purposes of starting the 120- ,day clock and begin processing the application. No new information may be submitted after the start of the 120-day period unless accompanied by a request for an extension of the ' 120-day processing time. Upon receipt of a' request for extension, the City may extend the 120-day period for a reasonable period of time. The City may also require additional fees if the new information is submitted after the Notification to Surrounding Property Owners is sent out and a second notification is required or if the new information substantially affects the application proposal and additional review is required.
