City of Sorin{!field DATE: March 13, 2009 TO: Lissa Davis, Urban Planner FROM: Clayton McEachern, Civil Engineer SUBJECT: ZON2009-00009, Cobarubbia Vacant Lot at 59lh and Aster Development Issues Meeting-Public Works Engineering Comments The subject application involves a proposed Duplex or Triplex on an existing vacant lot. The applicant has submitted prelinIinary plan documents for staff review. Applicant's Questions Regarding Public Works: 1. What are the steps necessary to get the locally significant wetland classi~cation mapping boundary error corrected to the edge (drip line) of the forested wetlands (4.3-177 BA.)? The wetlands delineation may be appealed by obtaining a study, prepared by a licensed professional acceptable to Oregon Department of State Lands, that shows a new boundary and/or change of status from significant to insignificant. This study would be submitted to the Oregon Department of State Lands. This area is part of a contiguous forest area that provides drainage and stabilization for the slope above. 2. What are the steps necessary to get a variance to the City ordinances that classifies some wetlands as locally significant (4.3-177 B.1.a) that would allow the construction of triplex to the wetland. The change in status from significant to insignificant would require preparation and submittal of documents per the Oregon Freshwater Wetlands Assessment methodology that shows this area is not significant. 3. If a variance to the locally significant classification is not possible, will a variance to the development setback (4.3 177 J.2) permit construction of a triplex? If the variance were to be granted (by the planning department) it does not appear that the maximum variance allowed would make construction of the triplex feasible. :?t)j:U~:f~.'; Date Received:. If construction of a triplex is prohibited because of the area of impact, what variance, if any, would be required to permit construction of a duplex. Without a specific site plan it is difficult to give a specific answer on a conforming use or building footprint. However, assuming such a variance is possible and granted, public works would have the following concerns for any building constructed on a hydric soil: A. Adequate drainage under the building be provided to maintain a healthy living environment for the inhabitants . B. The foundation be designed in such a way as to provide adequate support for the building and any accessory structures And, still assuming a variance is granted that allows for the desired construction, the lot would require the following improvements: The street would require 2/3 street improvements such as curb and gutter, sidewalk and possible street lights. The site currently has a sewer line available in 59th St and a large (36") storm drain crosses the site west to east that impacts ilic northern portion of the lot. ',.."".-,..-....
