II , , lJ IJ IJ IJ IJ lJ I] lJ I] IJ IJ I] I] IJ IJ IJ PARKING UTILIZATION STUDY: PROPOSED DUtCH BROS, COFFEE PAGE 1 OF 3 INTRODUCTION Branch Engineering has been retained by the applicant to evaluate existing parking facilities; and provide recommendations for minimuin n'ecessary parking supply to accommodate a new drive-through coffee kiosk proposed in an existing restaurant parking lot. The Proposed Dutch Bros. Coffee will be constructed on the China Sun restaurantparking'lotin Springfield. EXISTING CONDITIONS .. A parking utilization study was performed to determine how many of the existing parking spaces on-site at China Sun restaurant are being utilized during peak (dinner) times throughout a typical week, and to . - . determine if the proposed reduction in on-site parking would be adequate to serve the existing and proposed use. The parking areas were surVeyed between 5)0 PM and 6:30 PM, andJ2e.tween Tuesday (November 4, 2008) and Sunday (November 23, 2008); aild the number of occupied spaces were recorded. At least forty spaces were'found available during-'the peak hour time on typical weekdays at dinner time, equating to approximatelya,58% vacancy. Twenty two spaces were found 'available during the peak hour time on the weekends :;it dinner time, equating to' approx:imately a 32% vacallcy. I , i Beyond the stripped parking spaces, employees park their vehicles on the side of the buildings and were not included in the totals, as they were not' utilizing designated parking for customers. An increase in the restaurant attendance is not expected ~s"it is,\\Corking at its full capllcity. Coffee, Due to the peak hour of the generators not coinciding (coffee in AM, restaurant in PM), overlapping parking demand is not' expected. When accommodating the City's required four cars of queuing storage, it is recommended that a minimum of 24- feet of clear driveway isle be maintained at the site access to prevent conflicts with vehicles entering from the public street. CONCLUSION Based on this parking utilization study, it is recommended that a minimum of 61 vehicular parking spaces be retained to accommodate the addition of Dutch Bros, Coffee at China Sun Restaurant in Springfield, Oregon, Attached is a conceptual parking layout illustrating the required parking. , " " ~ Branch Engineering, Inc" ~,"'" December 4, 2008 ~ .'
