'The Transportation Division has reviewed the materials provided with the subject application.
The comments below are provided for your use.
General
The subject property is a 46,365 square foot parcel located west of Gateway Street and north of
Gateway Loop, Approval ofthis proposal would all\,w for a new Dutch Brothers Coffee Shop
within the existing China Sun restaurant parking lot.
TransDortation Svstem ImDacts
Abutting the subject site to the east, Gateway Street is a 65-foot wide asphalt paved roadway
within an 80-foot wide right of way, The street is fully improved with curb/gutter, sidewalk,
bicycle lanes, and street lighting. Average daily traffic on this street is estimated to be greater
than 10,000 vehicle trips per day.
Findin~: Based on ITE Land Use Codes 935 Fast-Food Restaurant with Drive-Through Window
and No Indoor Seating, the proposed site development would generate additional traffic volumes
as follows:

, In addition, assumed development may generate pedestrian and bicycle trips. According to the
"Household" survey done by LCOG in 1994, 12.6 percent of household trips are made by
bicycle or walking and 1,8 percent are by transit bus. These trips may have their origins or
destinations at a variety ofland uses, including this site. Pedestrian and bicycle trips create the
need for sidewalks, pede~trian crossing signals, crosswalks, bicycle parking and bicycle lanes,
Site Access and Circulation
Findin~: The existing vehicle access to the site is provided by a 39 foot driveway entry to
Gateway Street. No driveway revisions are proposed as part of this application,
Findin~: The maximum 2-way driveway width permitted by the Springfield Development Code
is 35'.

kiosk is being proposed via a proposed patio area. '
Comments:
The Transportation division cannot recommend approval of the proposed 'project as
submitted.
The traffic division requires service lanes to be 70 feet in length for drive through
facilities. The proposed service lane for the drive-up window on the east side of the
structure is only 20; in length and only able to accommodate one vehicle. Additional
vehicles waiting in this line would block the main access driveway to the parking lot
creating an unacceptable conflict point at the entrance to the site.
Please revise the site design to provide for the required 70 foot service,lanes for both
drive-up windows. Please use shading to show the location of the service lanes. Please
provide dimensions for the service lanes (width and length),
Directional signage or striping will be required to be provided on-site to direct drivers
into the appropriate access aisles. Please show all proposed'on-site pavement
markings (arrows etc..'.). ' ,
Please add a note to the plan to reduce the width of the existing driveway to the'
maximum allowed per Table 4.2-2 of the Springfield Development Code,which is 35'. In
addition, please add a note to the plans indicating that the reconstructed driveway will be
constructed to current City standards.
Please add a note to the plans that indicates that the proposed pedestrian access leading
from the Gateway Street sidewalk to the coffee kiosk'will be constructed per ADA
requirements.
