On February 5,1987, I made application for a permit to finish the upper mausoleum
and to include a funeral chapel in it. On March 19, 1987, the City of Springfield
wrote me a receipt for $3825.28 where I paid for the permit.
You are probably aware, and it was stated on the permit, that the former owners of
Springfield Memorial Gardens started construction on this mausoleum in 1975 under
the Lane County Permit #13P3429. The former owners had sold crypts in this
unbuilt mausoleum fifteen years prior to the time they obtained the permit. When
we took over the virtually bankrupt cemetery in 1984, thirty-two of those people who
had purchased crypts in this unbuilt mausoleum had died and the previous owners
had stored them in other people's crypts in the lower mausoleum. The owners of the
other crypts were dying and needed their crypts, so we had a very big problem when
we took over.
On permit #870087 that we obtained, we declared the total cost to finish that phase
of the started project would be $187,000.00. Since the city had taken in this area of
the county into city limits, we were required to ask for zoning and there were other
r~quirements, such as providing a fire hydrant. Providing tl>is fire hydrent became
very expensive because the city did not have an 8-inch line on Main Street or that
adjoined our property anyplace. Much of the money that we had borrowed to finish
this building went in the cost of providing the fire hydrant, in attorney fees and other
expenses. Therefore, when the money supply was exhausted, the building permit
expired. Then, on July 26, 1988, we thought the bank was going to give us additional
finances, and you graciously extended the permit for six months, which expired on
January 26, 1989, because we were unable to do any additional work since there was
no money to pay for the material that would be needed.
We now have a signed commitment for a small loan from a bank that has provided
us enough money to finish this first phase of this building.

I talked to Lisa about three weeks ago, and she said she still had a set of plans. She
said it would be necessary for me to bring my set of plans before they could renew
this permit or issue a new permit.
UNFINISHED PORTIONS
The work that still needs to be done is as follows: Installation of heat pumps; Bome
electrical conduit needs to be run in the foyer portions and restrooms; plumbing of
installing the toilets, urinal and drinking'fountain; insulation in the walls and
ceilings; drywalls; and carpet. Then the paving of the parking lots and the
landscaping of the bank.
INSPECTIONS THAT HAVE ALREADY BEEN MADE
All of the concrete pourings, framing, roofing, rough plumbing, the electrical panel,
which was a sub-panel from the main panel down below, and the mechanical work
on the supplies and return for the heat pumps.

The only change in alll.. c pians is that I have been advised by a heat pump specialist
that it would be more economical to split the chapel with two heat pumps, one on
each side, so this changes the total number of heat pumps from two on the original
permit to a total of three heat pumps now.

We cannot continue to make the mortgage payments and not be able to use this
funeral chapel, which will bring the additional income needed to make the mortgage
payments. Therefore, it is imperative that you renew the permit or issue us a new
permit immediately. Since we only have a small loan, I will continue to do most of
the work as I have done on all the work this far, which includes finishing the
electrical work that I started under job #840649 and electrical label 2509C, which
was inspected August 13,1987. I will have four sub-contractors: Harvey & Sonswiil
do the installation of the heat pumps; Marshall's Insulation will do the insulation in
the walls and ceilings; DL Drywall will do the drywall work; and Eugene Sand &
Gravel will do the paving on the parking lots.

The eighteen years in the construction of Springfield Memorial Gardens' second
mausoleum have been completed in the east chapel corridor and the south wing that
includes the funeral home. You mayor may not remember that the previous owners
of this cemetery sold over a million dollars worth of crypts in this unbuilt mausoleum.
Because this was in the county, they obtained a permit from the county and poured
some of the foundations in 1978 and then walked off and left this cemetery in a very
distressed financial situation in 1983. I took over in April of 1984, as you can see
from the Springfield News article which also describes the frustration of families at
that time and the financial condition of the cemetery. By this time, the city had
taken this area into the city and I obtained a building permit from the City of
Springfield to try to complete this project. It has been uphill all of the way since
1984, because I have had to do most of the work myself, but it has turned out to be
one of the most beautiful facilities probably in the state of Oregon.
I have the final plumbing, mechanical, electrical, fire, and building inspections.
Everything has been approved except the paving/site planllandscaping the bank.
We have a bid from the Wildish Construction to do the paving, but since some of the
area that will be paved has been recently filled, and since the paving should be done
in warm weather whenever possible, Wildish Construction Company has advised us
to wait until next summer. I have done some landscaping on the bank, building the
walls for the terraces, but the weather has stopped me from proceeding until next
summer. The money to pay Wildish Construction to do the paving is deposited in a
CD in Centennial Bank. You can check with Dan or Bert DeGraw at Centennial

previous owners had sold crypts in this unbuilt mausoleum. When I took over, in
1984, there wasn't one dime to build these unbuilt crypts, even though they had sold
and taken in over one million dollars. The cemetery records showed that they had
sold many of these crypts eighteen years previous to thiB date. Thirty-two of the
people that had purchased crypts had died and were temporarily put in other people's
crypts, who were dying and needed their crypts. As you can see from the neWB
article, not all the money to maintain the cemetery was put into the perpetual care
fund. This is why no one would take this cemetery over.
It was too big a job for one man, me, without any money, but I was foolish enough to
want to try to keep all those people who had paid out so much money from losing aU
the money they had paid, by allowing this cemetery to take out bankruptcy. I had
a plan of including a funeral home in the second mausoleum, and hoped to convince
a bank that the funeral home would bring in enough profit to make the payments on
the loan to build those unbuilt crypts. The plan has worked this far. The funeral
home is beautiful. Many families want to use it. The monthly mortgage
payments need to be made, and the only way we can make them is by using
this new facility for funerals, which will bring the needed income. This is
why we are desperate for a temporary occupancy permit.
PAVING AND OUTSIDE WORK
The bad weather has virtually stopped the outside work. Too much for one man to
try to do m one summer. But if we can get the temporary occupancy permit, then
this will give us the needed income to make our mortgage payments. Since the
money is in the bank to pay Wildish Construction for paving the lot next summer,
this shouldn't be any problem of giving us a temporary occupancy permit. There is
no one who wants the paving and the bank landscaping completed more than I do,
Also, we will be using our heavy PH trackhoe in the landscaping on the bank. We
have to use this heavy trackhoe because it is the only piece of machinery that has a
long reach that we need to do the digging on the bank for the landscaping. The
treated tracks on the heavy piece of machinery would damage the parking lot if the
parking lot is paved before we finish the landscaping on the bank. Enclosed are two
photos that show how big this PH trackhoe is, which we need to use to finish the
landscaping for the bank next summer.

twenty years ago, I now have about 150 crypts for sale, which I could exchange
without any additional cost to any family that may need one of these north crypts,
should they need it before they are built. Since the foundation was poured several
years ago, and since the walls in the north wing were poured about three years ago,
we can and will be pouring concrete to build the crypts in this north wing for some
period of time.

UNFINISHED CRYPTS
An eight-inch thick concrete wall, approximately twenty feet high, separates the
finished portion, foyer, funeral home, and chapel corridor, from the north wing crypts
where construction will be done for some period of time.
Enclosed is a copy of the Fire Marshall's Final Occupancy Inspection. He wrote out
the type of fire extinguisher we needed, which we have now purchased and installed
in the location he directed us to install it.
Also enclosed is the estimate from Wildish Construction Company to do the
excavation, grading and paving, which came to a total of $24,381.00. Since I have
furnished over $3,000.00 of crushed rock, done the excavation and grading, I have
subtracted the $5,400.00, which leaves a net of $18,981.00. I have deposited
$20,000.00 in a CD with Centennial Bank that will be due July I, 1991, to cover this
cost of paving. If you want, you could check with Mr. Colin Cunningham at Wildish
Construction, phone 485-1700, and with the bank as stated above.
We desperately need a temporary occupancy permit, and we hope that you see fit to
give this to us immediately so we can use this facility to bring in the needed income
to make our mortgage payments. Thank you.
