The recommended findings and conditions outlined below are provided for your use in prepafing the land-use decision. 1,. SANITARY SEWER ' /Finding: Section 4.3-105.A of the SDC requires that sanitary sewers shall ,be installed to serve each new development and to connect developments to existing maihs. Additionally, installation of sanitary sewers shall provide sufficient access for maintenance activities. , , , , I Finding: Parcel 1 is served by an existing sewer lateral from the' 8" sewer,main in Union Terrace. The applicant proposes to serve parcel 2 with a sanitary sewer lateral from the " 8" main located in Union Terrace. ~. .; . . STORMW ATER MANAGEMENT Finding: Section 4.3-11O.B of the SDC requires that the Approval Authority shall grant development approval only where adequate public and/or private stormwater management systems provisions have been made as determined by the Pu~lic Works Director, consistent with the Engineering Design Standards and Procedures Manual (EDSPM).ir Finding: Section 4.3-11O.D of the SDC requires that run-off from a development shall be ,/ directed to an approved stormwater management system with sufficient capacity to accept the discharge. " j, Springfield has obtained a Municipal Separate Storm Sewer System (MS4) permit. A provision ofthis permit requires the City demonstrate efforts to reduce th~ pollution in urban stormwater to the Maximum Extent Practicable (MEP). r . Finding: Federal and Oregon Department of Environmental Quality (ODEQ) rules / require the City's MS4 plan address six "Minimum Control MeasUres." ~inimum . Control Measure 5, "Post-Construction Stormwater Management for NeJ Development and Redevelopment," applies to the proposed development. I: I, Finding: Minimum Control Measure 5 requires the City of Springfield to develop, implement and enforce a program to ensure the reduction of pollutants in ihormwater j runoff to the MEP. SIDRW ALKS & IMPROVRMRNT AGREEMRNrS Finding: Section 4.2-1 05.G.2 of the Springfield Development Code requires that whenever a proposed land division or development will increase traffic ori' the City street j system and that development has any unimproved street frontage abuttingi:a' fully improved street, that street frontage shall be fully improved to City specifications. Exception (i) notes that in cases of unimproved streets, an Improvement A!'greement shall be required as a condition of Development Approval postponing improvements until such time that a City street improvement projectis initiated. EASEMENTS AND RIGHTS OF WAY Ii Finding: Section 4.3-130.A ofthe Springfield Development Code requird each development area to be provided with a water system having sufficiently ~ized mains and '/ lesser lines to furnish adequate supply to the development and sufficient ~pcess for maintenance. Springfield Utility Board coordinates the design of the water system within Springfield city limits. Ii Finding: Section 4.3-140.A of the SDC requires applicants proposing dev~lopments make arrangements with the City and each utility provider for the dedication of utility easements necessary to fully service the development or land beyond the development area. The minimum width for public utility easements adjacent to street rights of ways /shall be 7 feet. The minimum width for all other public utility easements khall be7 feet. .
