The facility has been a part of the East Springfield community since 1958. The Church property is 3.88 acres. The site is zoned Residential (MDR) and is bordered to the south, east and west by property which is zoned Residential (MDR). The property is zoned Light Industrial to the north. East Side Baptist Church proposes an expansion to their existing church facility. ESBC proposes to construct a new 11,480 square foot Worship Center, which will be separated from the existing church building by 20 feet The Worship Center will be Type 11 construction and it will have fire suppression sprinklers. The existing church does not have fire suppression sprinklers; nor do we plan to add sprinklers to the existing church. Date Received: MAY 1 3 2009 \... CIVIL STRUCTURAL Original SubmittF I TRAFFIC /TRANSPORTATION / SURVEYING At a later date the Church plans to construct a new Children's Center and a new Fellowship HaiL The Children's Center will be a two level structure with 7,318 square feet at each level; this is referred to as "Phase II." The Fellowship Hall will be a two level structure with 9,490 square feet at the ground level and 3,000 square feet at the upper level; this is referred to as "Phase III." Branch Engineering, Inc. will submit a Site Plan Review Application (Type II) and a Discretionary Use Application (for Type III Discretionary review) concurrently. Please review the following questions, and provide us with responses at the Development Assistance Meeting: I) a) Please provide a Storm-Water Management scoping sheet. Please note that already, I have had an informal meeting with Matt Stouder, P.E. to discuss storm-water destination and pollution reduction issues. b) Please provide a formal scope of study for transportation Engineering. Please comment on the existing approaches at Commercial A venue and at 41st Street. 2) Vehicle and bicycle parking and on-site circulation: a) For the Phase III proposed improvements, the parking as illustrated in our drawing will not satisfy the SDC parking requirements (Table 4.6-2). For the Phase III design, we will propose off-site parking at the Reed's Trucking property across the street. We are familiar with SDC 4.6-110.E. Please comment on the feasibility of off site parking for this project. b) Bicycle Parking as per SDC table 4.6-3: We interpret the phrase "every 200 square feet where no permanent seats or benches are maintained in main auditorium" as requiring spaces only for the portion of the sanctuary where seating will be placed. The lobby and the stage area need not be included. No spaces are needed for the Fellowship Hall or for the Children's Center. We interpret Table 4.6-3 for bicycle parking as requiring 35 bicycle spaces for the facility (4,500 square feet of sanctuary areal 200) = 23. Do you agree with the assessment, and is there any basis for further reducing the number of bicycle spaces required? c) The proposed Phase III site design illustrates on-site circulation via the emergency vehicle access lane, positioned to the back of the buildings. Please comment on on-site circulation. 3) Please provide an assessment of public improvement requirements which may be associated with Type II Site Plan and Type III Discretionary Use approval for this project. Will public improvements be required for this project at the time of construction; or instead, will a development agreement for future public improvements be sufficient? Date Received: MAY 1 3 2009 Original Submittal 4) In addition to the Phase I site plan, we have prepared a Site Plan for phase II and Phase III. These drawings are for illustrating long range plans for the site for review for the Discretionary Use Application process. We do not intend to further advance the drawings for Phase II and Phase III. Our drawings and submittals for the Site Plan review application will be for Phase I only. Is this the correct approach for the two concurrent applications? 5) Discretionary Use Application: We have reviewed the Eugene-Springfield Metropolitan Plan and the Springfield refinement Plan. Our project site is not within the East Main Refinement Plan, though it is near the western edge of it. Please identify objectives of the Eugene- Springfield Metropolitan Plan and the Springfield the Springfield refinement Plan which are inconsistent with the proposed ESBe improvements.
