Finding: Applicant is not proposing street improvements and are not required as part of this application. UTILITIES. EASEMENTS AND RIGHTS OF WAY Finding: Proposed scope of work does not appear to require new easements or effect existing easements and/or right-of-way. FEES AND PERMITS SYSTEMS DEVELOPMENT CHARGE Finding: The applicant submitted a plan for a proposed change of use and. occupancy from retail use to a Martial Arts Gym. The applicant did not indicate there will be any site changes. Unless the applicant is proposing any changes to the site, including new impervious areas, this proposal does not appear to impact Public Works. The applicant . will be required to pay for all SDC charges related to the change of use and occupancy. Condition: Prior to building permit issuance, the applicant will be required to pay applicable Systems Development Charges for developments within the Ci1y limits or within the Springfield Urban Growth Boundary. (The cost relates to the amount of increase in impervious surface area, transportation trip rates, and plumbing fixture units. Some exceptions apply to Springfield Urban Growth areas.) [Springfield Code Chapter II, Article 11] Systems Development Charges (SDC's) will apply to the construction of buildings and site improvements within the subject site. The Charges will.be based upon the rates in effect at the time of permit submittal for buildings' or site improvements on each portion or phase of the development. K Date ReCeived: Planner.
