HomeMy WebLinkAboutResolution 96-12 03/18/1996 ~ . . . , RESOLUTION NO. 96-12 AWARD OF CONTRACT WHEREAS, the Common Council of the City of springfield is designated as the Contract Review Board for the City under Section 1-14-1 of the springfield Code, and WHEREAS, Section 1-14-7(5) of the springfield Code provides that it shall not be necessary for formal or informal bids to be called in any case where the item to be purchased is manufactured or available only through one company, and WHEREAS, the Council, acting as the Contract Review Board under the authority of Section 1-14-7(8) of the Springfield Code, has the sole authority to grant exemptions from the requirement for competitive bids in the case where they determine that the public interest would best be served, favoritism is not encouraged and competition is undiminished thereby, and where specific reasons for such determinations is made of record, and WHEREAS, the Council, has considered the proposal for sewer lining services as proposed by Insituform Technologies, Inc. dated March 6, 1996, which was not solicited by competitive bid, and has determined that award of the contract for these services to Insituform Technologies, Inc. would best serve the public interest, would not encourage favoritism and would not diminish competition, for the following reasons: . (1) Insituform Technologies Inc. is the sole supplier for the specific services desired for the sewer rehabilitation needed in this year's sanitary sewer rehabilitation project. (2) Insituform Technologies Inc. (under their former name, Gelco Inc.) has done work for the City in the past two years under a competitive bid process and has been the sole bidder for the project work and therefore is no known competition for the work at this time. (3) The cost per linear foot of sewer lining work in the past two jobs bid by Gelco Inc. has been $68.00 per foot and $83.00 per foot and the current proposal for equivalent work is significantly lower at $39.59 per foot. (4) The proposal at the lower cost is an attempt by Insituform Technologies to balance work load and is therefore not valid beyond mid-March. NOW THEREFORE, based on the foregoing Recitals and Findings it is hereby resolved that the Common Council of the City of . . . ~ .? ... Springfield, acting as the Contract Review Board of the city of Springfield does hereby waive the bidding requirements for Project No. 1-966, 1996 Sanitary Sewer Rehabilitation, and awards the Project work to Insituform Technologies Inc. in the amount of $115,953.40.
