RESOLUTION NO. 95-75

A RESOLUTION ESTABLISHING MINIMUM SIDEWALK STANDARDS FOR THE CITY OF
SPRINGFIELD.
WHEREAS, the City Council is authorized by the City Charter ARTICLE IX, IMPROVEMENTS,
Section 73. Improvements--Walks to establish rules and regulations pertaining to sidewalks, and
WHEREAS, the establishment of minimum standards for sidewalk improvement provides
consistency for development of sidewalks in new and infill construction projects, and
WHEREAS, sidewalks are a necessary public improvement that provide a safe environment for
pedestrians within the public right of way and it is the goal of the City to have sidewalks on all
public streets wherever practicable.
NOW THEREFORE THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD DOES RESOLVE AS
FOLLOWS:
Section 1: The Common Council of the City of Springfield does hereby establish a 5 foot wide
curbside sidewalk as a minimum standard for all sidewalk improvements except where specified
otherwise in the Springfield Development Code for certain streets.
Section 2: The Council requires that sidewalks constructed within developed areas shall match
existing sidewalks.

Section 3: The Council requires that sidewalks be constructed on each side of the street where
the width of the public right of way allows for such construction, At a minimum, a sidewalk
shall be constructed on one side of the street regardless of the width of the right of way,
Section 4: The Council finds that this minimum standard specified in Section 1 does not
preclude approval by the Public Works Director of the construction of wider sidewalks or
setback sidewalks if desired by the property owner or the Public Works Director finds that
deviance from the standard is necessary to accommodate topography or physical obstructions.
The Council further finds that the requirement of Section 2 may be modified by the Public
Works Director if deviance from the standard is necessary to accommodate topography or
physical obstructions.
ADOPTED by the Common Council of the City of Springfield this 6thday of November, 1995, by
a vote of ~ for and ~ against. -
APPROVED by the Mayor of the City of Springfield this 6th day of
