RESOLUTION NO. 95-47 A RESOLUTION OF THE CITY OF SPRINGFIELD COMMON COUNCIL AMENDING RESOLUTION 91-24 FOR THE SOLE PURPOSE OF ELIMINATING THE 50 PERCENT REDUCTION IN SYSTEMS DEVELOPMENT CHARGES FOR INDUSTRIAL AND PROFESSIONAL OFFICE DEVELOPMENT. WHEREAS, on June 3, 1991, the Common Council of the City of Springfield adopted Resolution 91- 24; and WHEREAS, Resolution 91-24 provided that industrial and professional office development Systems Development Charges should receive a 50% (fifty percent) discount; and WHEREAS, the Common Council of the City of Springfield determines that in the future there should be no discount for industrial and professional office development: NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Springfield, that the City Manager or his or her designee is hereby authorized to use the attached rate structure (Exhibit A) eliminating the 50% (fifty percent) discount on and after July 1, 1995 in administering Article 2, Chapter 11 of the City Code and calculating Systems Development Charges. Exhibit A CITY OF SPRINGFIELD SYSTEMS DEVELOPMENT CHARGE (SDC) . RATE STRUCTURE EFFECTIVE JULY 1,1995 TRANSPORTATION: Based on Peak Hour Vehicle Trips Generated as defmed in the ITE Trip Generation Manual, not to exceed a cap of 20, and local adjustments as defined in the methodology. The Transportation SDC is as follows: $338.63 55.96 43.34 Streets Street Lights State Projects Match $437.93 Total per Peak: Hour Trip SANITARY SEWERS: Based on Plumbing Fixture Units as defined by the Uniform Plumbing Code of the State of Oregon. The Sanitary Sewer SDC is as follows: $ 43.43 Total per Plumbing Fixture Unit STORM SEWERS: Based on Impervious Surface Area in Square Feet. The Storm Sewer SDC is as follows: $ 0.210 Total per Square Foot of Impervious Surface Area A 5 % surcharge will be added to the total SDC, including the MWMC Regional Sanitary Sewer Equalization Charge (as defined in Section 2-10-3 of the Springfield Code), to recover the direct cost of administering the SDC program, as provided for in ORS 223. The rates listed above will be adjusted July 1st of each year according to the change in the National Construction Cost Index (eCI), beginning July 1, 1996. ATTACHMENT B Page 2 of2
