CITY OF SPRINGFIELD, OREGON
RESOLUTION NO. 95-56
A RESOLUTION AUTHORIZING THE CITY MANAGER TO AWARD COMPETITIVE BIDS
AMOUNTING TO MORE THAN $15,000 DURING THE PERIOD OF JULY 25, 1995, TO
SEPTEMBER 4, 1995, WHILE THE CITY COUNCIL IS IN RECESS.
WHEREAS, Chapter 1, Article 14, "PURCHASING," of the City of Springfield Code 1965
limits the City Manager's authority to make purchases and award contracts to amounts less than $15,000
(Article 1-14-4), unless the City Council provides additional authorization; and
WHEREAS, there are several capital improvement projects and an insurance renewal contract
which are scheduled for award of contract during the Council's summer recess from July 25, 1995, to
September 4, 1995, including: Project 1-905, Pioneer Parkway Re-configure (Budget $100,000); Project
1-941, South 69th Place: Cascade Drive to Forsythia Street (Budget $30,000); Property and Liability
insurance (Budget $280,000) and any other contracts which may arise which require immediate
execution;
WHEREAS, all of these capital improvement projects and insurance renewal contracts are
budgeted in the 1995-96 budget and will be competitively bid and awarded in compliance with all other
provisions of the City Code purchasing requirements; and
WHEREAS, delaying these contract awards and purchases and the agreement approval until the
September 5, 1995, Council meeting would waste valuable construction time, increase the City's
exposure and might raise costs and reduce public service;
NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Springfield as
follows:
During the City Council recess from July 25, 1995, to September 4, 1995, the City Manager is
hereby authorized to award competitive bid contracts for amounts over $15,000, including, but not
limited to, those construction contracts and property and liability insurance contracts enumerated,
provided appropriate funds are budgeted and all other purchasing requirements in the City Code are
followed.
Adopted by the Common Council and approved by the Mayor of the City of Springfield, Oregon
this 17th day of July 1995. Adopted by a vote of ~ for and ~ against.
