ATTACHMENT 4 RESOLUTION NO. 95-38 A RESOLUTION ADOPTING PROPOSED AMENDMENTS TO THE EMERGENCY MINOR HOME REPAIR PROGRAM POLICIES WHEREAS, the City of Springfield has determined it is desirable to make various changes to the policies regulating the City's Emergency Minor Home Repair Program; and WHEREAS, the City of Springfield possesses the legal authority to make such changes and the proposed changes do not conflict with Federal regulations governing the funding of the Emergency Minor Home Repair Program; NOW, THEREFORE, BE IT RESOLVED THAT THE EMERGENCY MINOR HOME REPAIR PROGRAM POLICIES ARE AMENDED AS SET FORTH IN EXHIBIT A ATTACHED HERETO. To improve the health, safety, and housing conditions of very low income households by providing the following minor repairs: 1.Minor structural repairs; 2.Minor electrical, plumbing, and heating repairs; 3.Modification of dwelling for occupancy by the disabledp!r~9:9.i:::ml~ phYffiJ9~1:,~l~~pm~r=~~::; 4. Installation of smoke detectors 5.Repair of health and safety hazards. Within the scope of the program, it is not a prerequisite for assistance nor is it other wise necessary to bring the dwelling into full compliance with the City of Springfield Building and Safety codes. Prioritization of proposed repairs shall be based on the potential hazard to the health and safety of the building occupants. Home remodeling is not the intent of the program. The applicant must have a gross household . ~ . . . -.,/ income, less allowable deducted costs, equal to or below the Iirnits stipulated by the most recent income guidelines for very low income households (50 percent of area's median income) authorized by the U.S. Department of Housing and Urban Development under Section 8 of the U.S. Housing Act of 1937, as amended. B. Income Determination. In determining the eligibility of an applicant, gross household income is to be projected for one year from the date of application. If a one year projection cannot be made due to the nature of the source of income (such as seasonal work), income eligibility may be based on a household's income during the past year. Gross household income means income from all~?~E~~~!?~..~~E~.P.~..~~.?~.....~..~~.~. iiii'.".I- C. Deductible Costs. The following costs may be deducted in determining income: 1. Extraordinary medical expenses. 2. Child care expenses necessary to permit employment for a member of the household. 3. D. Asset Limitation for Non-Seniors. A non-senior applicant (below the age of 55) is ineligible if such applicant has net household assets greater than $10,000. Net household assets include the equity in real property (other than home resided in), savings, bonds, stocks, and other forms of capital investments. The value of personal property, such as furniture and vehicles is excluded. E. Dwellinq Location and Value. The owner-occupied dwelling must be located within the corporate limits of the City of Springfield and oannot ha'v'e a current a3SC330d valuo o)(Qooding $15,000 for improvemonts c)(clu::;i'v'e of land valuc. F. Owner-Occupant Eliqibilitv. The applicant must be an owner-occupant of the house requiring repairs., except for qualified physioally handicapped renter households. See Section 2 (G) below. G. Renter Household Eligibilitv. These situations will be reviewed and approved on a case-by-case basis. B. Allowable Repairs. The following examples of minor repairs are eligible under the program. 1. Minor structural repairs may include such items as: a. Repair or replacement of ramps, railings, and steps. b. Repair or replacement of windows. c. Patching of roofs. d. Repair of ceiling or wall material. e. Other minor structural repairs. 2. Minor electrical, plumbing, and heating repairs may include such items as: a. b. c. Repair or replacement of plumbing fixtures. Repair or replacement of electrical service equipment. Replacement or installation of new lighting fixtures or outlets. Installation of supplementary heating units. Other minor electrical, heating, and plumbing repairs. d. e. 3. The definition of "approved smoke detectors" is a detection device for the products of combustion other than heat which is listed by the Underwriters Laboratories, Factory Mutual, Underwriters Laboratories of Canada, or any other recognized testing laboratory and is installed according to the Council of American Building Officials Code Standard R 215.1 and R 215.2. 5. Other reasonable and necessary minor repairs authorized by the Housing Programs staff with concurrence of the Community Development Manager. . . . '..
