'" RESOLUTION NO. 95-26 A RESOLUTION SUPPORTING THE OREGON TRANSPORTATION FINANCE PACKAGE AND ENCOURAGING THE 1995 LEGISLATURE TO APPROVE THE PACKAGE Whereas, a continued investment in Oregon's transportation system is required to preserve the investment we have made in our roads and bridges; and Whereas, improvements to the transportation system are critical to the state's ability to create new commercial markets and jobs; land Whereas, road and public transportation improvements are primary solutions to reducing traffic congestion on our streets and highways, and air pollution in our skies; and Whereas, the City's 1995-2000 CIP reduces funding for Street/Seal Overlay Program to $100,000 in FY 1995-96, $230,000 in FY 1996-97, $130,000 in FY 1997-98, $230,000 in FY 1998-99 and $79,000 in FY 1999-2000, and optimally $1 Inillion should be spent annually to optimize street life and we have been unable to commit more than $300,000 a year; and Whereas, numerous street rehabilitation projects have been deferred because higher priority projects require immediate attention and the longer they are deferred, the more the City is at risk that streets will fail; and Whereas, rapid growth and associated increases in traffic volume make it important to expand and update the City's traffic signal management system; and Whereas, Springfield's share of the increase in gas tax funding will be approximately $336,587 annually; Whereas, the Oregon Transpiration Finance Committee, representing the Oregon Department of Transportation, the League of Oregon Cities, the Association of Oregon Counties, the Oregon Public Ports Association and the Oregon Transit Association, have come together to develop a finance package that: 1. Preserves existing highways and bridges and makes critical earthquake safety improvements; 2. Improves critical links between Oregon ports, airports, road and rail facilities; and 3. Makes road and public transportation improvements that decrease traffic congestion and air pollution and improve mobility; and Whereas, the Committee desires to continue to work with organizations across the state in the development of this package throughout the 1995 Legislative Session; Therefore, Be It Resolved, that the Springfield City Council supports the Oregon Transportation Finance Package and recommends that the 1995 Legislature approve the package including the following components: . . . ) . Up to a two-cent increase in state gasoline taxes in each of the next two years for roads and equivalent weight/mile fee on trucks; . Up to a two-cent increase in state gasoline taxes in each of the next two years for seismic retrofit of bridges and equivalent weight/mile fee on trucks; . Up to a $20 annual increase in the passenger vehicle registration fee and constitutional amendment allowing the fee to be used for roads and public transportation; . A lottery appropriation of approximately $100 million for statewide airport, port, heavy rail and light rail projects.
