RESOLUTION
NO. 95-28
Authorization for Assessments on
Centennial Boulevard Project (1-840)
WHEREAS, ORB 203.132 allows the governing body of a county to
include property located within a city as part of the property to
be assessed for a public improvement, subject to certain
conditions of approval by the governing body of the city, in
accordance with ORB 203.132(b) and (c), and
WHEREAS, the City of Springfield and Lane County have agreed to
cooperate in and jointly fund a project to improve Centennial
Boulevard between 1-5 and Prescott Lane and to improve Aspen
Street from Centennial Boulevard to 500 feet north (Project 1-
840), and
WHEREAS, the City has agreed to perfo:r:m certain design work for
the project and the County has agreed to acquire right-of-way and
easements, administer the bidding procedure and construction
contract, perfo:r:m construction inspection and levy assessments
for the project, and
WHEREAS, the City of Springfield, on March 20, 1995, initiated
the ~roject within the City limits and on April 3, 1995 held a
publlC hearing to hear testimony from affected property owners
within the City regarding the proposed project and regarding the
proposed assessment policy for the project, and
WHEREAS, the City of Springfield Common Council wishes to
commence Project 1-840 as proposed.
NOW THEREFORE BE IT RESOLVED that the Common Council of the City
of Springfield does hereby approve the Centennial Boulevard
improvement project (1-840), a portion of which will be within
the City limits, and approves the assessment of the affected
property within the City by Lane County in accordance with the
policies of Lane County, the same assessment policy to be used
both within and outside the City limits.
Adopted by the Common Council of the City of Springfield, Oregon,
the 3rd day of April, 1995.
