HomeMy WebLinkAboutResolution 95-13 03/06/1995 . . . . -' RESOLUTION NO. 95-13 AN RESOLUTION INITIATING ANNEXATION OF CERTAIN TERRITORY TO THE CITY OF SPRINGFIELD AND REQUESTING THAT THE LANE COUNTY LOCAL GOVERNMENT BOUNDARY COMMISSION DELAY THE EFFECTIVE DATE TO JULY 1, 2001. WHEREAS, the City Council is authorized by ORS 199.490(2)(B) to initiate annexation upon receiving consent in writing from a majority of the electors registered in the territory proposed to be annexed and written consent from owners of more than half the land in the territory proposed to be annexed (Attachment 1), and WHEREAS, the property owners of certain territory signed a consent to annex (Attachment 2) and there were no electors registered in the territory, and WHEREAS, sanitary sewer service can be provided in timely manner via extension within the right of way of International Way and water service can be provided from the Springfield Utility Board, and WHEREAS, the territory to be annexed is within the Eugene-Springfield Urban Growth Boundary, and can be provided immediately with a full range of urban services, and WHEREAS, a delay of the annexation effective date to July 1, 2001 will ensure that the improved value of the property is captured in the tax base of the City, and WHEREAS, fire protection can be provided by the Willakenzie Fire District, and NOW THEREFORE THE CITY OF SPRINGFIELD DOES RESOLVE AS FOLLOWS: Section 1: The Common Council of the City of Springfield does hereby recommend approval of the annexation of the subject territory to the City by the Lane County Local Government Boundary Commission, Lane County, Oregon, said territory being described as follows: Township 17 South, Range 3 West, Section 15, a portion of Tax Lot: 3101; as more particularly described in Attachment 2 of this Resolution, Section 2: The Council further requests that the Lane County Local Government Boundary Commission delay the effective date of the annexation until July 1, 2001. ADOPTED by the Common Council of the City of Springfield this 6th day of March, 1995, by a vote of l for and ~ against.
