The findings and required conditions outlined below are provided for your irnplementation in the land use decision. General Findin!!: The subject property is a494Ysquare foot parcel located on tl1e north side of North A Street east of 57''' Street (Map I 7-0':ii:3-4 I , Tax Lot #1704). The parcel is currently utilized by one existing home that is to be removed. Approval of this proposal would subdivide tl1e property into five lots. ' Transportation System Impacts J Findin!!: Abutting the subject site on tl1e south side, North A Street is a 22-foot, wide asphalt mat }oad;.)Vay within a 60-foot wide right of way. The street has no curb, gutter, or sidewalk on its IV' ~ side, it has all three on tl1e south side of tl1e street. According to tl1e ~ Z "Household" survey done by LCO,G in 1994, 12.6 percent of household trips are made by ~, bicycle or walking and 1.8 percent are by transit bus. These trips may have tl1!:lir origins or f J destinations at a variety of land uses, including this site. Pedestrian and bicycle trips create tl1e need for sidewalks, pedestrian crossing signals, crosswalks, bicycle parking and bicycle lanes. Finding:: Additional vehicular and pedestrian traffic created by development oftl1e subject property would contribute to tl1e need for paving, curb/gutter, and sidewalk improvements on porth A Street. The site meets tl1e criteria described in SDC 4.2-105 (G) for requiring street frontage to be fully improved to City specifications. Finding::: The application plans show the completion of North A Street along t4e frontage oftl1e site. This includes approximately 13.5 feet of pavement, curb and gutter, and a curbside j sidewalk. The proposed plans show a curb side sidewalk on the north side of this street; there is room for a 4.5 planter strip, The J buffer created by plante~ strips between the sidewalk and th~ street can yiel~ a safer environment for pedestnans. Accordmg to SDC 4.2-135:(C), "Planter stnps may be reqUITed as part of sidewalk construction." j Reauired Condition: Construct a planter strip on the north side of North A Street in accordance with SDC 4,2-135 (C), Site Access and Circulation Findin!!: Installation of driveways on a street increases the number of traffic conflict points. The /greater number of conflict points increases the probability of traffic crashes. The Springfield V Development Code 4.2-120 regulates site access and driveways. ' Findin!!: Existing access to the property is available via a 26-foot wide panhandle with a variable vlwidth northern portion that accesses North A Street at the southern boundary of the site via an 18 :::> foot driveway. The proposed new easement will serve Lots 2, 3, 4, & 5. The applicant is proposing to construct a 19' wide paved asphalt driveway over portions of Lots 2, 3, & 4. jFinrlin~: As conditioned below ingress-egress points will be planned to facilitate traffic and pedestrian safety, avoid congestion and to minimize curb cuts on public streets as specified in the Springfield Development Code, ' Reauired Condition: Provide and maintain adequate vision clearance triangles at the corners of all site driveways per SDC 4,2-130. Reauired Condition: The proposed new driveway approach must be constructed to City Standards. Please provide a copy of the draft Decisionfor my review prior to issuing thefinal decision. I came in Saturday to complete it, but only got a couple of hours in before my wife had to leave for Portland unexpectedly to help her mother who is in the hospital: I will complete it Monday.
