Non-Compliance with the Following Cases: TO: FROM: SUBJECT: Joe Leahy, Assistant City Attorney / Jackie Murdoch, Associate Planner/Code Enforcement The following cases have not complied with letters from this office. Please send a compliance letter from your office. Copies of my letters are attached. 1. 364 N. 20th Street, Resident, violation of 5-1-1 (3) (j), City Code relatlve to tne lmproper storage of four inoperable vehicles. I have never been able to contact the residents. They did remove some of the used materials following my letter, but the inoperable vehicles remain. The property owners are Albert and Opal Brewer, 378 N. 20th Street, Springfield, OR 97477. 2. 244 N. 39th Street, Running's Industrial Balancing, Inc., tenant. I tlrst became aware of this business after receiving a complaint regarding a loud air compressor. The tenant, Mr. Running took care of that problem. Because the business represented a change in use, I requested that the new business receive site plan approval. Since that time I have received complaints regarding the un screened storage at the rear of the lot. The business should come in for site plan review, at which time we would address the unscreened storage. The property owner is Stan Kurilo, P. O. Box 10053, Eugene, OR 97440. 3. 1345 L Street, Kathleen Huey, owner, violation of 5-1-1 (3) (d), City ~ooe relatlve to the outside storage of used materials in the rear yard. This property first came to my attention in October of last year. Both you and I wrote to Ms. Huey regarding the improper storage of used materials in the front yard. She complied with your letter to a certain extent. There continues to be a problem with used materials in the front yard (bottles, glass, wooden crates) and a worse problem with unscreened storage of used materials in the rear yard. I have talked to Ms. Huey on several occasions, but of late she has ceased cooperating. 4. 240 Main Street, McKenzie Tire, Brad Anderson, owner, violation of ~-l-l (JJ (0), Lity Code relative to the outside storage of used materials in the rear yard. I contacted Mr. Anderson in March regarding the unscreened outside storage and erection of signs without permits. His employee indicated at that time that they planned to build a fence around the storage area. Mr. Anderson has complied with sign regulations and received permits, but he refuses to screen the outside storage of used tires and wheels. Mr. Anderson has complained of my unfair treatment of him to Mike Kelly and Connie Bloom. . . 5. 820 M Street, Resident, violation of 5-1-1 (3) (a), 4-2-6 and 4-2-9 and lJl relatlve to the improper storage of household garbage and improper storage of an inoperable vehicle. I first wrote to the residents in February regarding the garbage accumulation at the rear of the house. Wni1e that situation was taken care of, periodic inspections reveal an ongoing garbage problem in the backyard. There is also now an inoperable vehicle in the rear yard. The property owners are Tina Parrett, Tim Tirrell, 6845 D Street, Springfield, OR 97478. 6. 1060 W. N Street, Resident, violation of 5-1-1 (3) (d), City Code, relative to outside storage of used materials. I have had an ongoing problem with this property. I wrote in May regarding the inoperable vehicles and used materials in the front, side and rear yards. The inoperable vehicles were removed, however, used appliances and other used materials remain in the front and rear yards. The property owner is John Wytoski, 1474 Q Street, Springfield, OR 97477. 7. 671 W. Quina1t Street, Resident, violation of 5-1-1 (3) (j), City Code relatlve to lmproper storage of an inoperable vehicle. There is an inoperable vehicle (orange gremlin) in the driveway of the duplex. The property owner is Marjorie Jacobson, 2929 Harlow Road, Eugene, OR 97401. 8. 673 W. Quinalt Street, Resident, violation of 5-1-1 (3) (j), City Code, relatlve to tne lmproper storage of an inoperable vehicle. There is an inoperable vehicle (blue volkswagen) in the drive way of the duplex. The property owner is Marjorie Jacobson, 2929 Harlow Road, Eugene, OR 97401. ~ l 9. 1106 N Street, Property Owner, Byron Miller, 91709 Old Co burg Road, tugene, UK ~/401. This abandoned, overgrown house has been an eyesore for several years. Sally Johnson worked with the owners last year and they did make some progress in cleaning up. However there are still used appliances and parts of the fence located in the rear yard. 10. 540 N. 21st Street, Property Owner, Joao & Gloria DeFrance, Ave., Longvlew, WA 98632, violation of 5-1-1 (3) (j), City relative to the improper storage of an inoperable vehicle. inoperable junk vehicle in the rear yard. Used storage units, lumber, and other used materials remain in the rear and side yard. There is no longer produce on sale here, but there is someone selling plants. Greg Mott does not consider that a change in use. 6617 Main Street,' Property Owner, Bonnie Kennedy, same address, Vlolatlon Of ~-1-1 (3) (j), Ci~y Code, relative to improper storage of inoperable vehicles. I have worked with Ms. Kennedy since November on this property. She has built a fence to screen the cars, but since April inoperable vehicles' have been located outside the fence. *
