MINUTES OF THE REGULAR MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, OCTOBER 24, 1994
The City of Springfield Council met in Continued Regular Session from October
17, 1994, in the Springfield City Council Meeting Room, 225 Fifth Street,
Springfield, Oregon, on Monday, 24, at 7:02 p.m., with Mayor Morrisette
presiding.
ATTENDANCE
Present were Mayor Morrisette, Councilors Beyer, Shaver, Burge, Maine and
Schanz. Councilor Walters was absent (excused). Also present were Assistant
City Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Eileen
Stein, Administrative Aide Shari Higgins and members of the staff.
PUBLIC HEARINGS
1. Public Hearing to Consider Proposed Metro Plan Amendment Process.
ORDINANCE NO. 1 - AN ORDINANCE AMENDING THE PLAN AMENDMENTS AND REFINEMENTS
SECTION OF CHAPTER IV OF THE EUGENE-SPRINGFIELD METROPOLITAN AREA GENERAL
PLAN (METRO PLAN) TO STREAMLINE AND CLARIFY THE PLAN AMENDMENT PROCESS AND
ADOPTING A SEVERABILITY CLAUSE (FIRST READING) .
ORDINANCE NO. 2 - AN ORDINANCE AMENDING ARTICLE 7 "METRO PLAN AMENDMENTS"
OF THE SPRINGFIELD DEVELOPMENT CODE (FIRST READING) .
Ordinance numbers 1 and 2 received a first reading by title only.
Development Services Director Susan Daluddung introduced the item and
complimented Councilors Burge and Shaver, Planning Manager Greg Mott and
Jim Carlson from the Lane Council of Governments for their effort and
participation on the Metropolitan policy Committee (MPC) subcommittee.
Councilor Burge reminded the Council that Jesse Maine began the process
over two years ago.
Mayor Morrisette opened the public hearing.
No one appeared to speak.
Mayor Morrisette closed the public hearing.
Councilor Burge handed out information prepared by City Attorney Joe Leahy
regarding the lack of a termination or withdrawal procedure for the three
jurisdictions participating in the Metropolitan Area General Plan (Metro
Plan). Council discussed the issue and by consensus, agreed to address the
lack of a termination date or withdrawal procedure during the upcoming
periodic Review process. .
Councilor Shaver discussed the accomplishments reached during the
subcommittee process and stated it was a major achievement for Springfield,
as well as the other metro jurisdictions. He felt a workable compromise
had been reached. Councilor Burge discussed the reduced time frames even
if all three jurisdictions must review an amendment.

Mr. Mott stated the findings for the exhibits in the two ordinances are
present and part of the public hearing record. He explained the second
reading of the ordinance will occur on November 7, with the City of Eugene
taking action on November 9 and Lane County possibly adopting the new
process before the end of November.
Mayor Morrisette asked if the Sports Center Urban Growth Boundary (UGB)
amendment will occur under the new process. After discussion, Ms.
Daluddung replied staff will review the application, along with a possible
application for zoning changes in the Gateway area and update Council at a
future date.
