Special Council Meeting
MINUTES OF THE SPECIAL MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, MARCH 14, 1994
The city of Springfield Council met in a Special Meeting called by Mayor
Morrisette, in Meeting Room 2, 225 Fifth Street, Springfield, Oregon, on
Monday, March 14, 1994, at 8:35 p.m., with Mayor Morrisette presiding.
ATTENDANCE
Present were Mayor Morrisette, Councilors Beyer, Walters, Burge, Schanz and
Shaver (8:39). Also present were City Manager Michael Kelly, Assistant City
Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Eileen Stein, and
members of the staff.
NOTE: Councilor Jesse Maine passed away earlier in the evening at his home.
CONSENT CALENDAR
IT WAS MOVED BY COUNCILOR SCHANZ, WITH A SECOND BY COUNCILOR WALTERS, TO ADOPT
THE CONSENT CALENDAR. THE MOTION PASSED WITH A VOTE OF 4 FOR AND 0 AGAINST
(SHAVER ABSENT) .

COUNCIL RESPONSE

BUSINESS FROM THE CITY MANAGER
1. Budget Transfer.
RESOLUTION NO. 94-14 - A RESOLUTION TRANSFERRING APPROPRIATIONS IN THE
GENERAL FUND AND METROPOLITAN WASTEWATER FUND.
Assistant City Manager Gino Grimaldi presented a staff report on this
issue. Several times throughout the fiscal year the Council is requested
to make adjustments to the budget to reflect needed changes in planned
activities, to recognize new revenues such as grants or to make other
required adjustments. Mr. Grimaldi explained the nature of the budget
transfers being requested through this resolution.

IT WAS MOVED BY COUNCILOR SCHANZ, WITH A SECOND BY COUNCILOR WALTERS, TO
ADOPT RESOLUTION NO. 94-14. THE MOTION PASSED WITH A VOTE OF 4 FOR AND 0
AGAINST (SHAVER ABSENT) .

a. ORDINANCE NO. 5729 - AN ORDINANCE VACATING THAT PORTION OF S PLACE, A
CUL-DE-SAC IN KING ARTHUR SUBDIVISION, A PUBLIC RIGHT-OF-WAY BETWEEN
LAURA STREET AND PIONEER PARKWAY, IN THE CITY OF SPRINGFIELD, LANE
COUNTY, OREGON (2ND READING) .
IT WAS MOVED BY COUNCILOR SCHANZ, WITH A SECOND BY COUNCILOR WALTERS,
TO ADOPT ORDINANCE NO. 5729. THE MOTION PASSED WITH A VOTE OF 4 FOR,
o AGAINST AND 1 ABSTENTION (BURGE).
Council Recessed at 8:40 p.m. Council reconvened at 8:44 p.m.
RESOLUTIONS
1. Mayor Morrisette explained that at 7:30 p.m. this evening, Councilor Jesse
Maine passed away at his home. Mayor Morrisette read Resolution No. 94-15
in its entirety.
RESOLUTION NO. 94-15 - A RESOLUTION MEMORIALIZING COUNCILOR JESSE MAINE.
IT WAS MOVED BY COUNCILOR BURGE, WITH A SECOND BY COUNCILOR SHAVER, TO
ADOPT RESOLUTION NO. 94-15. THE MOTION PASSED WITH A VOTE OF 5 FOR AND 0
AGAINST.
The Council' took a moment of silence to remember Councilor Jesse Maine.

THE MEETING WAS ADJOURNED AT 8:45 P.M.
