Regular Council Meeting
MINUTES OF THE SPECIAL MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, AUGUST 23, 1993
The City of Springfield Council met in Special Session in the Springfield City
Council Chamber, 225 Fifth Street, Springfield, Oregon, on Monday, August 23,
1993, at 7:55 p.m., with Mayor Morrisette presiding.
ATTENDANCE
Present were Mayor Morrisette, Councilors Beyer, Shaver, Walters, Burge, Schanz
and Maine. Also present were City Manager Michael Kelly, Assistant City
Manager Gino Grimaldi, City Attorney Tim Harold, City Recorder Eileen Stein,
and members of the staff.
BUSINESS FROM THE CITY MANAGER
1. Bid Award - Booth Kelly Center.
RESOLUTION NO. 1 - A RESOLUTION AUTHORIZING THE CITY MANAGER TO AWARD THE'
COMPETITIVE BID ON AUGUST 26, 1993 IN AN AMOUNT THAT WILL EXCEED $15,000
FOR A CONSTRUCTION PROJECT AT BOOTH-KELLY CENTER THAT NEEDS TO BEGIN
IMMEDIATELY AFTER THE BID IS RECEIVED.
Property Manager Jim Douglas presented a staff report on this issue. Bids
exceeding $15,000 are normally approved by the Council. Because bids will
be received at 4:00 p.m. on August 26 and the next opportunity for the
Council to meet is September 7, a delay of twelve days will be avoided if
the Council authorizes the City Manager to use his discretion to award the
bid.
Forest Service grant funds are to be used for the renovation. No
abnormalities are expected in the bid process. A twelve day delay until
the next Council meeting on September 7 will make it difficult to meet the
projected October 1 occupancy dates for the three tenants - St. Vincent de
Paul, Double 'K' Cabinets and Rutledge Staircase and Handrail. Also, it is
best to undertake the renovation project while there is less likelihood of
rain because a new roof is required on Building D and demolition of
Building F will expose adjoining buildings until new walls are built.
Councilor Burge questioned engineering costs associated with the project.
Property Manager Jim Douglas responded that the information had not been
stated publicly because he did not want that information to influence any
bids submitted. He anticipated that the bids would be substantially higher
than $15,000. Councilor Burge wanted to review the bids. Council
discussed delays to the tenants. Mr. Douglas explained that the other bids
have been in the range of $100,000 to $300,000. Councilor Burge stated
that he wanted to know exactly what improvements were being made and how
much would be spent for them. Mr. Douglas explained that five general
contractors were expected to bid on this project. Councilor Burge wanted

to review the specifications and bids prior to approving the work to be
done.
By Council consensus it was agreed that Council would review the bids at
the September 7, 1993 Council meeting.
2. Lease at Booth Kelly Center.
Due to discussion held during the executive session meeting, no action was
taken on this item.
