RESOLUTION NO. 07-22
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD
ANNOUNCING ITS INTENT TO PREP ARE AN ANALYSIS OF THE PROCESS
AND COSTS TO WITHDRAW FROM P ARTICIP A TION IN THE EUGENE-
SPRINGFIELD METROPOLITAN AREA GENERAL LAND USE PLAN AND
PREP ARE A NEW COMPREHENSIVE PLAN FOR THE CITY OF SPRINGFIELD.
WHEREAS, the City of Springfield supports the thoughtful coordination of
regional land use, public facility and transportation planning; and
WHEREAS, since 1980 the City of Springfield has joined with the City of
Eugene and Lane County in a coordinated regional partnership through the Eugene-
Springfield Metropolitan Area General Plan (Metro Plan); and
WHEREAS,ORS 197.175 requires each city to prepare and adopt a
comprehensive plan in compliance with the statewide planning goals; and
WHEREAS, the Metro Plan was acknowledged by the Land Conservation and
Development Commission in 1982 as being in compliance with the statewide planning
goals, thereby satisfying the City of Springfield's responsibilities to prepare its own,
separate comprehensive plan; and
WHEREAS, the City of Springfield has determined that an accurate,
contemporary buildable lands inventory, as specified by ORS 197.296, is necessary to
provide for the needs of present and future citizens of Springfield; and
WHEREAS, the City of Springfield informed the Department of Land
Conservation and Development that such a study was to be undertaken and the
Department responded that such a study could not be the basis of a comprehensive plan
amendment ifit did not als'o include an analysis of Eugene's buildable lands; and
WHEREAS, the Eugene City Council voted 5-4 not to participate with the City
of Springfield on an update to the buildable lands inventory in Eugene until directed to do
so by state-mandated Periodic Review; and
WHEREAS, the most recent Periodic Review of the Metro Plan was completed
on Apri117, 2007 and, based on the provisions ofORS 197.629, the next earliest
scheduled Periodic Review cannot occur until April 17, 2012; and
WHEREAS, the City of Springfield has received numerous reports from home
builders, residential land developers and real estate agencies that there are insufficient
residential development sites in Springfield to accommodate demand; and
WHEREAS, the City of Springfield has preliminary analysis demonstrating a
need for more than 1,000 acres of buildable land to accommodate a 20 year demand in
Springfield; and
WHEREAS, the City Council of the City of Springfield will not allow such
circumstances to be ignored for 5 years.
NOW THEREFORE BE IT RESOLVED, that the Common Council of the
City of Springfield hereby declares its intention as follows:
Section 1: Ifby the close of the 2007 legislative session no acceptable remedy
has been enacted allowing Springfield to adopt a new buildable lands inventory within
the area of its jurisdictional responsibility, the Common Council of the City of
Springfield declares its intention to evaluate the processes and costs to withdraw from
participation in the Eugene-Springfield Metropolitan Area General Plan and prepare a
new comprehensive plan for the City of Springfield to allow Springfield to sever its
relationship with the Metro Plan in the shortest pos~ible time.
ADOPTED by the Common Council and approved by th~ayor ofthe City of
