If the center 1 hour wall is upgraded to a 2 hour rated fire wall meeting 2007 Oregon
Structural Specialty Code requirements, then the fire areas are r~duced. The largest

Note: SFC Appendix B104.2 allows portions of buildings, separated by fire walls
constructed in accordance with the building code, to be considered separate fire-flow
calculation areas. OSSC Table 705.4, footnote a, require fire walls to be not less than 2-
hour fire resistance rated where separating buildings of Type II or Type V construction.
Note also that combustible storage for this building will not be allowed to exceed 12 feet
without a purpose designed fire sprinkler system meeting OSSC;SFC requirements (6
feet for certain high hazard commodities such as rubber tires, Group A plastics,

Existing title report is dated October, 2003. Staff are only able to comment on the
encumbrances shown on the outdated title report. "
2. Provide an elevation detail for the covered trash enclosures showing the height and
material proposed for use (SDC 5.17-120.A.5). The trash enclosures should be
covered and removable if located atop the existing 10-foot wid~ public sewer
easement. However, private sewer pipes cannot be located within the public
easement area.
3. Show the location and dimensions of dedicated commercial loading areas on the site
plan. At least 250 ft2 of loading area is required in accordance 'with SDC 4,6-135.C.1.
4. Pedestrian sidewalks around the perimeter of the building must be at least 5 feet
wide and have vertical face curbing to provide separation from .the parking lot driving
surface.
5. Show or describe the location of the nearest transit stop on Main Street.
6. In accordance with SDC 5.17-120.D, the landscaping plan must be prepared,
stamped, and signed by a certified Landscape Architect or landscape designer.
7. Provide a square footage calculation of total landscaping area proposed for the site.
8. Provide a written description of the underground irrigation system to serve the site.
9. Provide a table on the landscaping plan indicating the quantity, name and species of
each type of tree, shrub and ground cover plant proposed for the site.
10.Show or describe the mounting height for outdoor light fixtures proposed for the site.
Additional comments not related to the completeness of the application:
o Building plans are not prepared by a licensed architect. An architect's stamp will be
required on the plan set submitted for'building permit review.
o Include the proposed building elevations in the bound site plan::set.
o Please show the location of building door openings (man door CJnd overhead bay
doors) on the site plan.
o Provide a clear indication of which building elevation will be facing Main Street in the
site plan package. The style of building (metal clad with metaliroof) has an industrial
appearance and is not consistent with the style and materials of nearby commercial
buildings. ,
o A public utility easement (PUE) vacation will be required to rerriove the existing

blanket sanitary sewer easement and replace it with a 14-foot wide PUE. Portions of
the existing sanitary sewer line passing along the south edge of the site ideally should
be contained within a 14-foot wide PUE to allow for mainte'nance access.
o A 7-foot wide PUE may be required along the Main Street frontage of the site.
o Only a portion of the west driveway entrance is on the subject property frontage.
Concurrence from the adjacent property owner may be require,d for west driveway
closure.
o The public street located to the west of the subject site is South 17th Place.
o Show the location of driveway entrances across Main Street from the subject site.
Also, show driveway wings on the site assessment and proposed site plan.
o In addition to the proposed easement, a deed restriction should be recorded against
the property for the existing Dari Mart building encroachment. Alternatively, a
property line adjustment could be done to remove the encroachment.
o All utilities to serve the development site must be placed undefground.
. Provide a truck turning template demonstrating that a trash pickup vehicle can
maneuver through each side of the site to reach the rear trash enclosures.
o There is insufficient width for a two-way driveway at the northeast edge of the
building. 'The pedestrian walking surface cannot be counted as part of the required
driving surface to meet the 24-foot width requirement in accordance with SDC Table
4.6-1.
o At least one covered bicycle parking space is required on the site in accordance with
SDC 4.6-155. '
o There are only a limited number of uses that fall under the category of "Warehouse
Commercial Sales". A departure from this type of use (ie. bays containing retail,
office, eating & drinking establishments, professional services, etc.) will result in
higher parking requirements for the site.
o If any of the vacant bays on the site are proposed for vehicle ahd equipment service,
the applicant must demonstrate conformance with SDC 4.7-115.
o The site is within the 10-20 year Time of Travel Zone for the 16th & Q Street well. A
Drinking Water Protection Overlay District application will be re:quired with the site
plan submittal. "
o An approved ODOT access permit will be required with the site,!plan submittal, or will
be a condition of approval.
o Vegetative stormwater treatment may be required on the site ~o meet water quality
guidelines.
. The radii shown on the site plan are riot consistent with vehicle', turning templates,
and cross the pedestrian sidewalk area at the northwest corner of the building. This
sidewalk must be at least 5 feet wide and raised with vertical face curbing to protect
against vehicle encroachment. If intended to represent vehicle turning radii, it is
unlikely that the depicted turning maneuver could be done with a vertical face curb.
. There appears to be no provision for truck turnaround areas to accommodate delivery
and trash pickup vehicles. As depicted on the site plan, large trucks would have to
back all the way out past the driveway entrance to exit the site', or possibly use
vacant parking spaces to execute a turnaround maneuver.
. If a rolling gate is proposed at the front driveway entrance, a Knox Box gate switch or
Public Works lock will be required to ensure provision for emergency access to the
site. '

Where a multi-family development is proposed, any additional
materials to demonstrate compliance with SQ,C 3.2-240
Riparian Area Protection Report for properties located within 150
feet of the top of bank of any Water Quality Limited Watercourses
(WQLW) or within 100 feet of the top of bank of any direct
tributaries of WQLW
A Geotechnical Report prepared by an enginE!,er must be submitted
concurrently if there are unstable soils and/or a high water table

This is not a decision on your application. Springfield Development Code Section 5.4-
105 and Oregon Revised Statutes 227.178 require the City take final action on a limited land
use decision within 120 days after the application is deemed complete: The 120-day
processing period for this application begins when all the missing information is submitted or
when you request that the City proceed without the information. You must indicate by either
signing this form or by submitting a written response to the City within seven days of the
date of this form asserting your intentions regarding the provision of the missing information.
If you indicate herein or in your written response that the missing information will be
submitted, then you have 180 days from the date the application was submitted for Pre-
Submittal Review to provide the City with the missing information. If ~ou refuse to submit
the missing information, then upon receipt of the full application packet and processing fee,
the City will deem the application complete for purposes of starting th~ 120-day clock and
begin processing the application. No new information may be submitt~d after the start of
the 120-day period unless accompanied by a request for an extension of the 120-day
processing time. Upon receipt of a request for extension, the City may extend the 12Q-day
period for a reasonable period of time. The City may also require addf~ional fees if the new
information is submitted after the Notification to Surrounding Property Owners is sent out
and a second notification is required or if the new information substantially affects the
application proposal and additional review is required.
