Section 5.17-120 Submittal Requirements
A. General Requirements
1. Scale shown on each drawing.
2. Street address and tax map and lot shown on Site Plan.
3. DimensiOIis and size oflot shown of Site Plan.
4. Existing buildings paving, easements and utilities shown on Existing Conditions
Plan; Proposed building with dimensions and setbacks shown on Site Plan.
5. Existing fences shown on Existing Conditions Plan, proposed fences and trash
locations shown on Site Plan. No other outdoor equipment is planned. No
signage planned at present.
6. Number of employees is not known at this time. The proposed building is
planned for warehouse retail. No leases are have been signed at present. :rhe site
will not allow future expansion.
7. Total lot area is 31257 square feet. Existing impervious area is 22208 square feet
(73%). Proposed imperVious area is 28261 square feet (90%).
8. Building will be greater than 50' in a north-south plane.
9. Exterior elevatiOIis attached,
10. No property will be conveyed, dedicated or reserved for public or semi-public
uses except requested sanitary sewer easement relocation.
B. Site Assessment
I.' No watercourses exist at or near the site.

3. The site lies outside the 10-20 year Time of Travel Zone.
4. No significant physical features exist at the site.

1. Parking spaces, driveway aisles, wheel bumpers and striping are shown on the '
Site Plan, traffic flow and access are shown on the supplemental ODOT access

6. Gross floor area of building: 11,000 square feet all of which is applied to parking
requirement. ' Required parking for warehouse sales is 1 space per 600 square feet
of space. 19' spaces. required, 24 spaces provided.
7. Off-street loading zones will be at each warehouse storefront.
8, Eiisting transit facilities are located on Main Street. No new trarisit facilities are
proposed. .,
9. Two access approaches currently exist at the site.. Application has been made to
ODOT to' eliminate both existing approaches in. favor of a single approach at the
center of tj1e site providing fewer acc,ess points onto Main Street and greiter
separation between approaches. '
10. No traffic impact stUdy has been done.
D. Landscape Plan
1. ,The site shall be fenced with 6' chain link fencing. Slats shall be installed at the
south end of the site to provide site blocking for trash areas. No residential
properties adjoin the site.
2. Stormwater treatment will be through filtering catch basins.
3. Permanent irrigation plan is shown oil the Landscape Plan.
4. Street Trees shown on the Landscape Plan replace existing trees to be removed ,
from the site.
,5. Irrigation shop drawings and final planting specifications shall be submitted and
approved prior to commencing work.
6: Description of planting methods shall be submitted prior to commencing work.
E. Improvements.
I. Existing streets shown on plans.
2. Existing fire hydrants and utilities are shown on plans.. Existing transformers are
pole mounted, utility poles are shown on plans.
3. Existing sidewalks shown on plans. No new sidewalks proposed in this project.
New access shall comply with City standards.

F. Grading, Paving and Stormwatermanagement. .

The Department of Environmental Quality(DEQ) has receiv~d the analytical report from Omnicon
Environmental Management, -dated January 9, 2001, for the soil sample requested in the
Department's December 26, 2000, correspondence. ,A review of the report as well as a
comprehensive review ~fthe underground storage tankdeanup file has b~n completed.
The Department has determined- -the investigation and cleaimp of the petroleum release meet the
requirements of the Oregon Administrative Rules (OAR) 340-122-205 through 340-122-360;
specifica1lyforthe requirements of the Generic Remedy for Simple Risk-Based Cleanups, and that
no further action is requ4;ed,atthis time. This determination is a result of 9Uf evaluation and
judgment based on theregillationsand facts as we now understand them, including the following.
. 1. Petroleum contaminated soil and groundwater was discovered at the subject site during the
removal of three gasoline and 3 diesel/stove oil underground storage tanks (USTs) in March
1990., . '. .'" ,',,",''':': ' .. .
2. Four initial soil samples were. collected from the gasoline UST excavations located on the-
northern half of the property. . Each sample was analyzed - for total petroleum hydrocarbons
(TPH) by EPA method 418.1. Petroleum hydrocarbons were detected in one sample at 175
mg/kg. Additional samples were collected adjaci;nt to this sample and analyzed for TPH and
BTEX compounds. ,Petroleum, hydrocarbons were~etected at 146mg/kg. No benzene was
" detected at a d~teCtion lever of 50 'f-!g/kg. !\Jiinitialgr.oun~w~~er sanipIe from water in the
excavation was collected and analyzed for BTEX compounds. No ,BTEX compounds were,
detected. A second and third groundwater sample was collected , near the gasoline impacted soil
and analyzed forBTEXcompounds. Benzene was detected at 1181-'gjl.

detected in four of the samples ranging from 542 mg/kg to 3,570 mg/kg. Two worse case
samples were also aDaJ.yzed' for BTEX compounds. No BTEX compounds were detected. A
groundwater sample was collected from water in the excavation and analyzed for BTEX
compounds. No BTEX compounds were detected..
4. Several test pits were excavated in April 1990 to determine the extent of the diesel
contamination. Soil samples were collected from the test pits and analyzed for TPH. __ Petroleum -
hydrocarbons were detected in three of ' the test pits at concentration ranging from 2,020 mg/kg
to 2,310 mg/kg.
5. Seven additional test pits were exCavated on April 15, 1998. Soil samples were collected from
five of the test pits and analyzed for diesel by DEQ method NWfPH-Dx. Diesel
concentrations ranged between 410 mg/kg and 4,700 mg/kg. Additional analyses for PAH
compounds were completed on three samples. Several carcinogenic PAH compounds exceeded
generic risk-based concentrations.
,6. Six Dorings were drilled Decemberl5, 1999, to further asseSs the contamination. Three of the
borings were, completed as' monitoring wells. Soil samples were collected from four of the
borings and analyzed for gasoline or diesel as,appropriate. Diesel was detected in boring B-3 at
a concentration of 1,120 mg/kg, Lower levels of kerosene and lube'oil were also detected. No
gasoline was detected. Groundwater samples were collected from borings B-2 and B-3 and
analyzed for BTEX and PAH compounds. All detected compounds were below the most
stringent generic risk-based concentrations. .
7. Groundwater samples were collected from the three monitoring wells on January 25, 2000, and
analyzed for BTEX and PAH compounds. No BTEX or PAH cOmpounds were detected.
8. Approximately 745 tons of petroleum contaIDinated soil was excavated from the southern half
of the property in August 2000. The contaminated soil was tranSported to and disposed at
CoffIn Butte Landfill in Corvallis, Oregon.
9. Twelve.confrrmation soil samples were collected from limits of the excavation and analyzed for
diesel. Diesel and/or lube oil was detected in 5 of the samples. -The maximum concentrations
were detected in sample NIC-OO--05 ~t 5,150 mg/kg diesel and 5,240 mg/kg lube oil. Basedon
. sampling results and observationS, OmniconEnvironmental Management estimates the
remaining contaminated soil to be approximately 30 cubic yards. Additional excavation was
not practicable due to on-she structures and utilities.

10. The Department requested an addhional soil sample be collected in the vicinity of worse case
sample NIC--OO-05 and analyzed for BTEX and P AH compounds. A boring was advanced 'on
January 5, 2001, and soil sample collected. Detected contaminant concentrationS were below
the most stringent generic risk-based concentrations.

11. All detected concentrations from remaining soil and groundwater were compared to the DEQ's
table of generic risk~based concentrations. All detected contaminants were at or below the most
stringent generic risk-based concentrations.
12. All. conditions for closure. using the Generic Remedy for Simple Risk-Based Cleanups have
been satisfied.
The Department's determination will not be applicable if new or undisclosed facts show that the
cleanup does not comply with the reference rules. The Department's determination also does not
apply to any conditions at the site other than the release of petroleum product specifically addreSsed
in the report. We reco=end that a cOpy of this information be kept with the permanent property
reCords.
Please note that pursuant to OAR 340-122-360(2), a copy of your report must be retained until ten
(10) years after the first transfer of the p.vp",.~j. .

EASEMENT RELOCATION AGREEMENT
THIS AGREEMENT IS TO relocate a portion of an existing easement on a parcel of land, owned by Kit &
Karen Chan Family LLC, hereinafter referred to as the Grantor, granted to THE CITY OF SPRINGFIELD,
a municipal corporation, in Lane County, Oregon, hereinafter referred to as the Grantee.
WHEREAS it is the intent of the Grantor to move the easement to a location to allow building in the
existing easement vicinity_
Now therefore the parties agree as follows:
L) Kit & Karen Chan Family LLC is the owner ofthe parcel of land as mentioned above and
evidenced by the following deed:
DEED A: A Bargain and Sale Deed from Kit Wah Chan and Karen Chan, husband and wife, to
Kit & Karen Chan Family LLC, dated January 2, 2004, recorded January 7, 2004 on Clerk's
Reception Number 2004-001042, Lane County Deeds and Records, Lane County, Oregon, as
shown on County Survey File Number 41447, Lane County Surveyors Office,Lane County,
Oregon.
2_) The existing easement owned by the City of Springfield is a sanitary sewer easement filed for
record April 25, 1949, in Book 394, Page 367, Lane County Deeds and Records, Lane County,
Oregon.
3_) The parties wish to relocate the northern 184.00 feet of the following described easement recorded
April 25, 1949, in Book 384, Page 367, Lane County Deeds and Records, Lane County, Oregon:
Beginning at a point on North Line ofDLC #83 3833.98 feet E ofNW comer ofDLC #83, thence
S 484 feet, thence N 89057' E 90 feet, thence N 484 feet to North line ofDLC #83, thence S
89057' W 90 feet to point of beginning, all in Lane County, Oregon. .
4.) The portion of that existing easement described in paragraph 3), shall be relocated to the Easterly
16_00 feet, Excepting the easternmost 2_00 feet of above said DEED A, said DEED A being more ,
particularly described as follows:
Beginning at a PK Nail, said nail being South 89024'29" East 3714,33 feet and South 00001 '00"
West 33_00 feet from the Northwest comer of the Issac Briggs Donation Land Claim No. 83;
Thence North 89057'00" East 209,09 feet to a point;
Thence South 00001 '00" West 151.07 feet to a 5/8 inch rebar, passing a 5/8 inch rebar at 0_67 feet;
Thence South 89058'09" East 209_09 feet to a 5/8 inch rebar;
Thence North 00001 '00" East 184.00 feet to the point of beginning.
5_) The GRANTEE shall relinquish all claims to that portion of the existing easement described in
paragraph 3.)
6.) The Grantor does hereby give and grant unto the City of Springfield the relocated sanitary sewer
easement as described in paragraph 4_) to have and to hold the relocated sanitary sewer easement
to the said Grantee, its successors and assigns forever_
