The recommended findings and conditions outlined below are provided for your use in preparing the land-use decision. General Finding: The subject property is a lAO-acre LOR-zoned parcel located on the east side of S. 57th Street and the western terminus ofS. 58th Street (Map 18-02-04-]], Tax Lot #5300). The parcel currently holds one single-family residential unit. Approval of this proposal would partition the property to create nine parcels; the existing residence would be removed. Transportation System Impacts Findin!!: Abutting the subject site to the west, S. 57th Street is a 36-foot wide asphalt mat roadway within a 59.06-foot wide right of way. The street is improved with curb/gutter and sidewalk. Average daily traffic on the street is estimated to be 6,500 vehicle trips per day. S. 57th Street is a Lane County Road. Note: Public Works Engineering and Transportation staff need to discuss Lane County's comments contained in Shashi Bajracharya's 5/25 email regarding jurisdictional transfer ofS. 57th Street and related T1A requirements, Findin!!: Abutting the subject site to the east, S. 58th Street is a 36-foot wide asphalt mat roadway within a 60-foot wide right of way. The street is improved with curb/gutter, sidewalk, and LPS street lighting. Average daily traffic on the street is estimated to be less than 200 vehicle trips per day. Findin!!: Based on ITE Land Use Code 2]0 (Single-Family Detached Housing) full development of the eight additional parcels with single-family residential use would generate 80 additional vehicle trips per day and 8 PM peak-hour vehicle trip onto the surrounding street system. In addition, assumed development may generate pedestrian and bicycle trips. According to the "Household" survey done by LCOG in ] 994, ] 2.6 percent of household trips are made by bicycle or walking and 1.8 percent are by transit bus. These trips may have their origins or destinations at a variety of land uses, including this site. Pedestrian and bicycle trips create the need for sidewalks, pedestrian crossing signals, crosswalks, bicycle parking and bicycle lanes. Date Received:--7,d;/.:2P07 Planner: AL . The applicant proposes to construct a 24 foot roadway section, with an extruded curb along the southern boundary of the proposed road. Total curb-to-extruded curb width is proposed at 22.5 feet. Findin!!: The applicant proposed to install street lighting along the proposed street. Findin!!: The applicant proposes a one-foot wide withholding strip, to be conveyed to the City, along the south side of the proposed road to restrict access from the abutting property. Findin!!: As conditioned, existing and proposed transportation facilities would be adequatc to accommodate the additional volume of traffic generated by the proposed development. Recqm'rlmdlld Condition: A one-foot wide withholding strip shall be platted along the south side of the proposed two-thirds street in accordance with SDC 32.020 (7) (e). Site Access and Circulation Findin!!: Installation of driveways on a street increases the number of traffic conflict points. The greater number of conflict points increases the probability of traffic crashes. SDC 32,080(1) (a) stipulates that ea<:h parcel is entitled to "an approved access to.!! public street." Findin!!: The applicant proposes to dedicate 3 I-feet of right of way along the southern boundary of the subject site to provide access to the properties from S. 57th Street. The applicant proposes to construct a partial width roadway of 24-foot wide asphalt, and curb/gutter and sidewalk along the north side of the proposed roadway. Curb-to-curb width will be slightly narrower, at 22.5 feet, due to placement ofan extruded curb on the south side of the roadway. Findinl!: The applicant proposes to install a stop sign at the connection to S. 57th Street. Findin!!: The applicant proposes a stated agreement from the property owner to the south (TL #100) to dedicate that portion of right of way to complete construction ofa partial width roadway to connect into S. 58th Street. Findinl!; One LPS street light is proposed along the northern side of the partial width roadway. Finding: As conditioned below ingress-egress points will be planned to facilitate traffic and pedestrian safety, avoid congestion and to minimize curb cuts on public streets as specified in SDC Articles 31 and 32, applicable zoning and or overlay district Articles, and applicable refinement plans. Rrcomrpended Condition: Prior to final site plan approval, execute and record the right o way dedication as proposed.
