I have reviewed the materials provided with the subject application. The recommendedfrndings
and conditions outlined below are provided for your use in preparing the land-use decision.
SANITARY SEWER
j Finding: Section 32.100 of the SDC requires that sanitary sewers shall be installed to serve each
new development and to connect developments to existing mains. Additionally, installation of
sanitary' sewers shall provide sufficient access for maintenance activities.

Finding: There are two sanitary lines proposed to serve development. The applicant is proposing
to connect to an existing 8" sanitary line running along S 57th St at a new manhole located at
intersection of S 57th St and 58th St (proposed Jon's Lane). From this connection point, a 8"
sanitary line is being proposed along proposed Jon's Lane and will be the line serving newly
created lots I through 4 via laterals from this line. There is a second Eroposed connection to
existing.sanitary manhole at the east end of development in South 58 St.. There will be a
second 8" sanitary line proposed along Jon's Lane and will be the line serving lots 5 through 9
via lateral from this line.
STORMW ATER MANAGEMENT
Finding: Section 32.110 (2) of the SDC requires that the Approval Authority shall grant
development approval only where adequate public and/or private storm water management
J systems provisions have been made as determined by the Public Works Director, consistent with
the Engineering Design Standards and Procedures Manual (EDSPM).
j Finding: Section 32.110 (4) ofthc SDC requires that run-off from a development shall be
directed to an approved storm water management system with sufficient capacity to accept the
discharge.
Finding: To comply with Section 32.110 (4), storm water runoff from the site will be directed
j into private storm pipes and double chamber catch basins; prior to discharge into the public
system. The catch basins are required to be double chambered catch basins for complying with
water quality requirements.
) Finding: The applicant is proposing to connect to an existing 15" storm line ninning along S 57th
St at a new manhole located at intersection of S 57th St and 58th St (proposed Jon's Lane). 'A
proposed.lO" storm line is being proposed along proposed Jon's Lane for street drainage;
however, this design appears to be in error due to conflicting elevations and grades.

Finding: The plans submitted does not appear to include sufficient storm water information,
elevations, and details for ensuring the proposed Jon's Lane street and development drainage.
For example, the storm inlet fronting lots 4 and 5 is being proposed at a peak grade break
Ilocation that appears to be an error. There is insufficient design and details provided for the
south side of Jon's lane along the AC curb. Finally, the plans and design submitted does not
have sufficient information demonstrating that all lots will have adequate slope for ensuring'
positive drainage. ,:
j:condition: Prior to approval of the final plat, the applicant shall submit a plans showing a
complete storm water system and with sufficient and necessary information for verifying the
street grades and drainage systems are acceptable for serving proposed development.
PUBLIC STREETS. SIDEWALKS & IMPROVEMENT AGREEMENTS I!
Finding: Section 32.020 (7) (b) of the Springfield Development Code requireS that whenever a
proposed land division or development will increase traffic on the City street system and that .
development has any unimproved street frontage abutting a fully improved street, that street
j , frontage shall be fully improved to City specifications. Exception (a) notes that in cases of
unimproved streets, an Improvement Agreement shall be required as a condition of Development
Approval postponing improvements until such time that a City street improvement project is
initiated.
/ Finding: The applicant has proposed to construct a new curb, gutter, sidewalk 'along north side of
street, and approximately 23' wide section of street pavement along the entire length of Jon's
Lane.
Finding: The plans and street cross sections submitted indicate that there may:be surcharged fill
) slope along the proposed AC curb along south edge of property. A concrete curb and gutter may
be nec~ssary along this section and will be addressed at the time of public improvement plan
submittal. '

UTILITIES. EASEMENTS AND RIGHTS OF WAY
Finding: Section 32.120 (3) ofthe Springfield Development Code requires each development
area to be provided with a water system having sufficiently sized mains and lesser lines to '
furnish adequate supply to the development and sufficient access for maintenance. Springfield
Utility Board coordinates the design of the water system within Springfield city limits. The
current plan proposal does not show locations or sizes of proposed water lines.
/Finding: Section 32.120 (5) ofthe SDC requires applicants proposing developments make
arrangements with the City and each utility provider for the dedication of utility easements
necessary to fully service the development or land beyond the development area. The minimum
width for public utility easements adjacent to street rights of ways shall be 7 feet. The minimum
width for all other public utility easements shall be 14 feet.

FEES AND PERMITS
SYSTEMS DEVELOPMENT CHARGE:
Pay applicable Systems Development Charges when building permits are issued for
developments within the City limits or within the Springfield Urban Growth Boundary. (The
cost relates to the amount of increase in impervious surface area, transportatioh trip rates, and
plumbing fixture. units. Some exceptions apply to Springfield Urban Growth areas.) [Springfield
Code Chapter II, Article II]
Systems Development Charges (SDC's) will apply to the construction of buildings and site
improvements within the subject site. The Charges will be based upon the rates in effect at the
time of permit subntittal for buildings or site improvements on each portion or phase of the
development. ,
SANITARY SEWER IN-LIEU-OF -ASSESSMENT CHARGE:
Pay a Sanitary Sewer In-Lieu-of-Assessment charge in addition to the regular'connection fees if
the property or portions of the property being developed have not previously been assessed or
otherwise participated in the cost of a public sanitary sewer. Contact the Engireering Division to
determine ifIn-Lieu-of-Assessment charge is applicable. lOrd 5584] ,
PUBLIC INFRASTRUCTURE FEES:
It is the responsibility of the private developer to fund the public infrastructure.
OTHER CITY PERMITS:
Encroachment Permit or Sewer Hookup Permit (working within right-of-way 'or public
easements) example: new tap to the public storm or sanitary sewer, or adjusting a manhole.

Thank you for pointing out the needed corrections. Please find attached the revised DRClreport that we
discussed. I did take this opportunity to also better clarify more about the deficiencies witn the storm water
design. I really appreciate your input. Sy the way, I learned soinething (other than my needing to better balance
the time demands/work load issue with the quality control and final output:). I never knew that Word spell check

Thanks Andy. Sorry about the left over comment. Will definitely have to pick up my quality control review using
these existing templates. And yes, there is an error on the sanitary line (apparently I interpreted the line as
extended along the full length' of Jons Lane and did not pick up on the gap.
Regarding, the storm water. I am indicating they don't have a system that we can approve. Please review the
findings and conditions. Lets talk more about this."

Eric: I am reviewing the Public Works comments on this subdivision and would like clarification on some of your
findings. I also would like to ensure that Public Works has the most current plan set submitted by the applicant.
Under Sanitary Sewer, there is a statement that the applicant is installing a single 8" sanitary sewer line to serve
Lots 1-9 and connecting it to a new manhole at the intersection of South 57th Street and Jon's Landing. However,
my plans show about 185 feet of 8" sanitary sewer line connecting to South 58th Street to"serve Lots 1-4, and a
second 8" sanitary line running eastward to a manhole in South 58th Street to serve Lots 5-9.
Under Stormwater Management, there is a statement that a 10" stormline is proposed within Jon's Lane to serve
Lots 1-9 via laterals from this line. However, my plans show the 10" stormwater line e)(tended about 225 feet east
of a manhole in South 57th Street to serve Lots 1-4. It appears Lots 5-9 are intended to weephole to the curb.
However, I'm not convinced that Lot 8 can drain to the street based on the existing grades. The applicant has not
shown anyon-site stormwater pipes to serve Lots 5-9. ' ,
Finally, there are some references to stormwater connections and PUEs within Main Street. These comments'
must be related to a previous project. It would be appreciated if the Public Works comments on this application
can be reviewed for accuracy and revised as necessary. Please submit revised comments at your earliest
