Please refer to the Springfield Fee Schedule for the Pre-Submittal Application fee. The submittal package must conform to the application completeness checklist attached to this form. You are required to submit 7 copies of th~ . submittal requirements packet for pre-submittal reviey( Pre-submittal. meetings will be conducted every Tuesday and Friday between to :00 am and noon. We will strive to conduct the Pre"Submittal meeting within five to seven working days of receiving the appllcatlol1, '2. Applicant and the City conduct the Pre-Submittal Meeting We strongly encourage you, the owner and design team to attend the Pre-Submittal meeting. The meeting will be held with representatives from Public Works Engineering and Transportation, Community Services (Building), Fire Marshall's office, and the Planning Division. The meeting will be scheduled for 30 to 60 minutes. The Planner will provide you with a Pre-Submittal Checklist at the end of the meeting specifying the items required to make the application complete-if it isn't already complete: You will then have 180 days to make the application complete for submittal and acceptance by the City. 3. Applicant Submits a Complete Application When you have addressed all of the items on the Pre-Submittal Checklist, please submit 18 copies of the complete application to the City. A fee will be collected at that time and the 120 day calendar review period will begin. When the Planner has prepared a draft land use decision, the draft will be mailed/faxed to the applicant/owner/design team for their review. At the applicant's request, the planner will schedule a meeting to review the draft with appropriate staff if certain !"sues need resolution before the final land use decision is issued. Owner's Signature This application will be used for both the required Pre-Submittal Meeting and subsequent complete application submittal. Owner's signatures are required at both stages in the application process. An application without the Owner's signature will not be accepted. A new street is proposed to extend east from 57th Street, through tne property, in the direction of the dead end of 581h Street. The west half (200 feet) of the property is relatively flat. The east half of the property slopes and drains to the east at roughly 14%. The site soils are mapped as Salkum silty clay loam. The Soil Survey of Lane. County shows a percolation rate ranging between 0.6 and 2.0 inlhr at the surface for this type of soil. DRAINAGE PROPOSAL Runofffrom the westerly 200 feet (as much as grade will allow) of the proposed development will be directed to the existing public storm system in South 57th, via a new public storm pipe; the area that will flow to the 57'h street system is approximately 0.60 acres. The easterly 0.76 acres of the property is proposed to 'drain to the gutter system of 581h street to the east. Given the 500 foot length of 581h street curb, from the subject property to the nearest downstream curb inlet, it is likely that the existing storm line will need to be extended toward the subject property to keep the gutter flow width within City standards. The preliminary design is shown on the Grading/Paving plan; final location ofthe pipe extension and new inlet location will occur during the City improvement review process. The 1.4 acre property is on the upper end of very large drainage basins (halfofthe property will drain to the north and half will drain tot he south). The increase in runoff from the site is insignificant in comparison to the entire basins. The percent increase is so low it is not ~~~ ' Two-year peak flows from the developed site are estimated at 0.9 cfs (0.4 cfs to the 57th street system & 0.5 cfs to the 581h Street south basin). 25 year peak flows are estimated at 1.1 cfs. The 25-year flows within the drainage basin will not be measurably increased as a result of the development; During a 25-year event the drainage basin area, including the site, may experience localized ponding within the roadside ditches and gutters.
