"21/7;>106 DateReceived:~ . Planner: MEM Dear Amy, . . . We are writing to requesta'f6rmal exemption for theJequirements of Springfield DWP for the. Yolanda I Briggs Boiler Room project. . '. The Yolanda I Briggs boiler room project is a new boiler for the Yolanda school, which ties into the e1'isting hotwater supply and return lines which currently run underground; coinlecting the two schools. Currently, Yolanda relies on boilers located in Briggs for its heat; if the boilers in Briggs. are not functioning properly, both schools are impacted. Also, decisions to start or.stop the boilers are.based on. the space conditioning needs of Briggs, which can fail to account for. the conditions. at Yolanda. For example, weekend event at Yolanda would require walking across the street 'and starting the boiler in Briggs, providing heat to both buildings when only Yolanda is occupied. ' This project seeksto correct this by addip.g a small boiler.tothe branch line extending to Y olanda. T~is unit' will be much more efficientthan the existing boilers and will become theprimary heat source for. Yolanda. However, the school will'sti!! be tied to the Briggs boiler as a back-up. . . . . . . In tying the newboiler into the existing hot water supply and return lines, it allows this project to install a boiler that will not require the addition of any chemicals. . Any chemicals that need.to.be added to the supply or return lines will be done across the street atBriggs at the existing boiler. The new boiler will not contain .any ports or openings . that would allow chemicals .to be added. This eliminates the ne.ed to transport or store any cheJTIicalsto the new boiler room. Because the project does not involve any ::.~ ~,\t11F.'';:::l'q,i ~ 1";>"1.' 1,"I~i " ,'- additional square'footage of conditioned space, there will be no increase in chemical -usage at Briggs, ' For the ,reasons outlined we feel this project warrants an exemption from the, requirements of the DrinkIng Water protection Act. . .~.
