The Transportation Division has reviewed the materials provided with the subject application.
The recommended .findings and conditions outlined below are provided for your use in preparing
the land-use decision.
General
Findinll: The subject site consists of 2 parcels and is 8.7] -acres, and 2.96-acres in area. The
larger site comprises the main hospital facilities and is bounded by MohawkBou]evard to the
west, 'I' Street to the north, 16th Street to the east, and 'G' Street to the south (Map] 7-03-36-22,
Tax Lot 4601). The smaller site located south of'G' Street, between 14th Street and ] 6th Street
(Map 17-03-36-22, TL 7100). This parcel is undeveloped and is generally used as parking.

Findinll: Approval of this proposal would allow site modification including construction of a
new main building entrance with covered drop-off area, modification of the 'G' Street access
points, and construction of a parking lot south of 'G' Street. The applicant proposes to remove
an existing mid-block crosswalk and construct a new cross.walk across 'G' Street to serve
pedestrians walking between the new parking lot and the hospital. site. .
Transoortation Svstem Imoacts
Findinll: 'G' Street is a 2-lane asphalt paved roadway within a 50-foot wide right of way. The
street is improved with curb/gutter, partial sidewalk, and street lighting. Average daily traffic on
this street is estimated to be approximately 2,260 vehicle trips per day (Mid-Block Crosswalk

findinll: The proposed development would not significantly expand the existing hospital
functions or increase site-generated auto traffic. Development of the proposed parking lot on the
south side of 'G' Streetwou]d increase traffic to Tax Lot 7100 and increase the volume of
pedestrians crossing the street between this lot and the hospital.
The applicant submitted a Mid-Block Crosswalk Evaluation prepared by Branch Engineering,
which evaluates operations of the existing crosswalk, recommends that it be removed, and .
provides design recOlmnendations for the proposed new crosswalk location.
Findinll: As conditioned below existing and proposed transportation facilities would be adequate
to accommodate the additional volume of pedestrian traffic generated by th~oEed

Recommended Condition: Remove and relocate the existing mid-block crosswalk to the
location proposed. This work shall be done as a public improvement project (PIP) under
the appropriate permit from the Springfield Public Works Department. The marking,
signing, and lighting elements.and general design of this work shall be in conformance
with the design concept depicted in Figure 2 of the Mid-Block Crosswalk Evaluation.
Design details shall be determined during the PIP review process.
Site Access and Circulation
Finding: ]nstalIation of driveways on a street increases the number of traffic conflict points. The
greater number of conflict points increases the probability of traffic crashes. SDC 32.080(1) (a)
stipulates that each parcel is entitled to "an approved access to .!! public street."
. - Findinf!: The.applicant proposes to modify access along the north side of 'G' Street by
relocating the existing access approximately 90 feet east. The new access point wilI align with
the proposed parking driveway along the south side of the street.
Finding: The applicant proposes to modify accesses along the south side of'G' Street by
relocating two existing driveways. The western most <lriveway leading into the undeveloped lot
will be shifted slightly eastward to align with the relocated access at the north. The easternmost
driveway wilI also be relocated further east to align with an existing driveway north of 'G'
Street.
Finding: As conditioned below ingress-egress points wilI be planned to facilitate traffic and
pedestrian safety, avoid,congestion and to minirnize curb cuts on public streets as specified in
SDC Articles 3] and ~2, applicable zoning and or over]aydistrict Articles, and applicable
refinementp]ans.
Recommended Condition: Provide and maintain adequate vision clearance triangles at
the corners of all site driveways per SDC 32.070.
Please provide a copy of the draft Decision for my review prior to issuing the final decision.
