CITY JOURNAL NUMBER 89-11-197. Pre-Application Conference to discuss proposed
expansion of the existing facility: Phase 1 - To add one class room to an existing
building and to connect this class room to the administration building with an
enclosed wheel chair ramp. The class room will be 21' x 26' located on the north
side of the teaching home. Phase 2 - At a later time, add one more class room to the
northwest corner of the class room building (25' x 25').

to the City in January of 1975 with an M-3 zoning designation. The
property is currently zoned Heavy Industrial (HI); the Metro Plan
designation is Public and Semi-Public. The use of the property as a
mental health facility is not a permitted use in the HI District or
Public Land and Open Space District. The use of the property was
non-conforming at the time of annexation and remains non-conforming.
2. In order to expand a pre-existing'non-conforming use, Discretionary
Approval is required from the Planning Commission. The
Discretionary Use application requires the applicant to respond to
criteria of approval. Staff suggests that a planning consultant be
hired to prepa,~~this appl-ication. Si-te-.Plan' Review is also
required. -- If structures are over 4,000 square feet, an architect
1";11' be required to draw the plan.

3. Staff needs a analysis of the site in relation to the location of
the existing buildings and the distances from property lines and
each other; the dimensions of each building and the function of each
building in order to determine parking requirements. Elevations
will also be required both in the area of the existing buildings and
the graveled parking area because part of the property is in the
flood plain.
4. Additional paved parking spaces may be required.
5. Upon further research, staff has found no documentation that the
facility is connected to the City sanitary sewer.
ACTION
No formal action was taken, this meeting was held to provide the applicant with
information prior to submitting a formal Type I Site Plan and Discretionary Use
application. The Type I Site Plan fee is $100.00. The Discretionary Use application
is .$250.00. There is a 20 percent reduction in application fees if both applications
are submitted simultaneously. The next available Planning Commission meeting date is
March 7, 1990. Applications for this meeting date must be submitted by January 5,
1990.
The items discussed may not include all issues which may be reviewed as part of the
actual application.
