SUBJECT: ZON2009-00007, Springfield Church of the Brethren Amendment Development
Issues Meeting-Public Works Engineering Comments
The subject application involves a mixed use project for low income housing and church. The
applicant has submitted preliminary documentation for staff review. '
Applicant's Questions Regarding Public Works:
I. Please confirm there are no special setbacks or ROW dedications that affect the projeCts
property lines on Main Street or the alley?
It does not appear that any additional row will need to be acquired at this location. The normal
Setbacks for this type of zoning do apply, but no additional setbacks should be necessary. The
planning department can answer any questions you have about the normal setback for this
project.
2. Are there any known deficiencies or capacity issues with the existing_public utilities that
serve the site (storm drainage, water, sanitary sewer, power)?
The 'property is served by a sanitary sewer in the alley that appears to have' sufficient capacity.
The eastern portion of the property drains to catch basins in Main St and the western portion of
the property drains to a catch basin in the alley. A drainage study will need to be completed by
a registered engineer for this development. This drainage study will need to quantify runoff
from this site to ensure that the local system is not going to overwhelmed by the increase runoff
that may result from this develop. _ The local storm water system appears to have spare capacity
to allow the development. -
3. The alley appears to be fully improved. Please confirm there are no additional
improvements required for the alley as part of this development. '
The alley is in fair shape to the east ofthepwpvsed development and in poor condition to the
west. The alley would need to be maintained in its present condition during and after
construction. Any damage caused by construction traffic would need to be repaired during
and/or after construction is completed
4. Can we drain the proposed on-site parking stalls to the valley gutter at alley?
All non-building rooftop runoff must be pretreated, and 50% must be vegetatedly treated
(vegetated swales; detention ponds or something similar). The valley gutter along the south
edge of the alley appears to be in satisfactory condition but the catch basin near the northeast

property corner may require rehabilitation to work properly. After initial inspection this
includes trimri1ing of vegetation and excavation of debris within in the catch basin.
S. Will a PIP be required for the modifications to the driveway entrance and,curb along
Main Street? Will an access permit from ODOT be required?
For the scope of work shown on the plans it is unlikely that the city would require a PIP for the
closing ofthe entrances and sidewalk work. An encroachment permit and a sidewalk permit

6. Please confirm no PUEs are required along the street frontage and alley.
It appears that all adjacent properties have adequate access to public utilities through either
Main St or the Alley and no additional PUE's are required.
7. Please confirm that runoff from roofs does not have to be treated and can be piped
directly to the public storm sewer system.
Building rooftop does not have to be treated as long as there is np rooftop mounted equipment,
that can contaminate the runoff (such as oil from alc compressors), and the rooftop runoff is
piped directly to the storm water system \Vithout being directed through and/or mixing with
runoff from parking lots or other areas that may contain contaminants.
8. Is the 8-inch stonn line to the east of the property available as a destination for storm
runoff from our site? Is the line in a public utility easement?
This line is shown to run under the adjoining property to the east and there is,a 10' PUE for
accessing this line. This line is currently below the city minimum standards and it the condition
and capacity ofthe line is unknown. The drainage report that needs to be prepared for this
project should include a capacity analysis of this pjpe if any storm,water is to be directed into it.
Assuming that there 'is sufficient. capacity within the pipe storm water can be directed into it.
