From: Jon Driscoll, Transportation Engineer in Training Subject: SUB2009-00003 Cosseh Partition The Transportation Division has reviewed the materials provided with the subject application. The recommended findings and conditions outlined below are provided for your use in preparing the land-use decision. General Findin!!: The subject property is a 12,825 square foot tract ofland located at the northeast intersection ofG Street and26th Street (Map I 7-03-36~ I I, Tax Lot # 9100). Approval of this J proposal would create two parcels; an existing building in the northerly parcel (Parcel 2) will remain, while Parcell is presently vacant with an existing driveway. Transnortation Svstem Imnacts Findin!!: Abutting the subject site to the west, 26th Street (a local road) is paved 27 feet of the 30 feet of right of way. The street is improved with curb/gutter, and LPS street lighting, which is at j the northwest corner of the property. Average daily traffic along this street is estimated'to be less than 200 vehicle trips per day. Findin!!: Abutting the subject site to the south, G Street (a collector) is paved for 32 feet of the j 40 feet of right of way. The street is improved with curb/gutter, and LPS street lighting. Average daily traffic along this street is estimated to be approximately 1000 vehicle trips per day. J Findin!!: Parcel I has the potential to be developed with a second residential dwelling unit, possibly a duplex. Based on lIE Land Use Code 210 (Singl~-Family Detached Housing) development ofthis parcel with another single-family residential use would generate 20 additional vehicle trips per day and 2 additional PM peak,hour vehicle trips onto the surrounding street system. ,- In addition, assumed development may generate pedestrian and bicycle trips. According to the "Household" survey done by LCOG in 1994, 12.6 percent of household trips are made by bicycle or walking and 1.8 percent are by transit bus. These trips may have their origins or destinations at a variety of land uses, including this site. Pedestrian and bicycle trips create the need for sidewalks, pedestrian crossing signals, crosswalks, bicycle parking and bicycle lanes. j Findin!!: The applicant has proposed to dedicate the southern five feet of Parcel I as right of way. J Condition: A sidewalk easement shall be executed and recorded which shall cover the western five feet of both Parcel 1 and Parcel 2. Condition: In keeping with SDC 4.2-105(G), a five foot curb side'sidewalk shall be .J constructed along the subject site along it's frontage of G Street in accordance with City of Springfield construction standards. ' Site Access and Circulation ,Findinf!.: Installation of driveways on a street increases the number of traffic conflict points. The j greater number of conflict points increases the probability of traffic crashes. SDC4.2-120(A)(I) stipulates that each parcel is entitled to ".. .have an approved access provided...." (Emphasis added). I Findin~: A 20 foot wide and 18 foot deep driveway is proposed north of the existing house on the Parcel 2. I Findinf!.: A driveway exists along G Street and is centered on the south boundary of Parcell. J:indin!!:' A 20 foot wide and 18 foot deep driveway is proposed for Parcell on the west side of its frontage with G Street. ' , jReCOmment:led Condition: A maximum of one driveway will be permitted to serve each parcel. The final site plan shall show and include a note indicating that the existing westerly driveway approach on Parcel 1 shall be removed and replaced with curb, gutter, and sidewalk per City of Springfield Standards. The 20 foot wide and 18 foot deep driveways proposed for both Parcels 1 & 2 shall be paved. / Recommended Condition:' Execute and record an Improvement Agreement for sidewalk j ~IOng 26'" Street and for street lighting along both 26th Street and G Street. . IRecommended Conditions: Street trees and/or on-site vegetation shall be placed or ,j relocated as necessary to maintain adequate vision clearance triangles at the corners of all site driveways per SDC 4.2-130. .
