Yes the PUEs and right-of-way can be dedicated on the final plat. 2: The City has a standard deed form for right.of.way dedication. We can provide a copy at the pre-submittal meeting for the plat. 3. An unsigned copy of the deeds can be submitted with the pre.submittal application. 4. #5. Although they are ideally planted prior to plat, the street tree(s) can be deiayed until building construction if the applicant submits a $250 deposit per tree. The City will hold the deposit until the tree is planted and inspected, and then refund the money. #6- Would it be an issue to split the difference and plant the trees at the S.foot'rnark? A species that is recommended beneath power lines can be used and it should not develop a significant root mass or crown spread. #8. The street trees were included in the Improvement Agreement because the applicant had not shown them on the tentative plan.' Also, it was anticipated that the applicant may request deferral of the street trees until construction was finished. If the trees are already planted by the time an Improvement Agreement is acted on by the City, the property would already satisfy this requirement. 5. The December 2008 title report can be used, but it will be noted as an incompleteness item on the pre-submittal checklist. An updated title report will be required for final plat submittal. 6, The vision clearance triangle does not need to be shown on the plat. 7, The utilities for Parcell do not need to be shown on the plat. The deferred fees and charges are specific to residential plan review fees for the Building Permit and some SDCs. It does not apply to land use applications. There is an application form for deferral of fees and charges, which are then assessed as a lien against the property. The person most knowledgeable about which fees qualify for deferral is Kaye Wilson, 726. 3664. Found nothing on city's website. 3. street & easement deeds: . Can we submit an unsigned copy for review with the pre-submittal app, or do you want fully executed deeds at that time? 4. Re: Street trees. #5 .'can the tree on Parcel 1 (26th St frontage), be delayed until the building construction is completed? I anticipate construction access will be from 26th for safety reasons. #6 - the proposed duplex will be setback 10' from the new r/w line. can the trees be planted in the 5' PUE? Otherwise they will be planted within 5' of the house and roots can cause foundation problems. #8 - If street tr'eeswill be planted on G St frontage, why include in Improvement Agreement? 5. Can we use the same title report (dated Dec 08) for the final plat pre-submittal, and update for the final submittal? 6. Would city prefer the vision clearance triangle to be shown on the plat? That will be a "busy" area of the map. 7. Minor issue - the private utility easement in #13 will onlyser've Parcel 2. Do you want the underground utility services for Parcel 1 shown on the plat? Not technically an easement. Finally, R-G article noted that Springfield will defer fees and SDC's on new residential construction until certificate of occupancy is approved.
