The Transportation Division has reviewed the materials provided with the subject application.
The recommended findings and conditions outlined below are provided for your use in preparing
the land-use decision.
General
Finding: The subject property is a 0.35-acre parcel located on the east side of South 47th Street
north ofbaisy Street (Map 17-02-32-43, Tax Lot #6802). The parcel is currently vacant..
Approval of this proposal would partition the property to create two parcels.
Transportation System Impacts
J Finding: Abutting the subject site South 47th Street is a 20-foot wide asphalt mat roadway within
a 60-foot wide right of way. The street lacks curb, gutter, sidewalk and street lighting.
Average daily traffic the street is estimated to be less than 500 vehicle trips per day.
Finding: Based on ITE Land Use Code 210 (Single-Family Detached Housing) full development
ofthe one additional parcel with single-family residential use would generate 10 additional
vehicle trips per day and 1 PM peak-hour vehicle trip onto the surrounding street system. In
addition, assumed development may gl?nerate pedestrian and bicycle trips. According to the
. "Household" survey done by LCOG in 1994, 12.6 percel1t of household trips are made by
j bicycle or walking and 1.8 percent are by transit bus. These trips may have their origins or
destinations at a variety of land uses, including this site. Pedestrian and bicycle trips create the
need for sidewalks, pedestrian crossing signals, crosswalks, bicycle parking and bicycle lanes.
Finding:: Additional vehicular and pedestrian traffic created by development of the subject
j property would.contribute to the need for paving, curb/gutter, sidewalk and street lighting
improvements on South 47th Street. The absence of these improvements abutting 'the property
makes construction of improvements on the property frontage economically and technically
impractical at this time. Execution of an Improvement Agreement for these improvements is
. warranted in accordance with provisions of SDC 4.2-105 (G). ,

Site Access and Circulation
Finding: Installation of driveways on a street increases the nUmber of traffic conflict points. The
\!1featernuriIber of conflict points increases the probability of traffic crashes. The Springfield
Development Code 4.2-120 regulates site access and driveways.
'Finding: Existing access to the property is available via a 20-foot wide panhandie onto South 47th.
/ . Street at the northern boundary of the site. The applicant proposes to create a new 20- foot wide
V,- joint access easement using 7' of the existing parcel and additional 13 ' of easement from the
, property to the north. The proposed new easement wiiI serve both Parcel 1 and Parcel 2. The
applicant is proposing to construct a 20' wide paved asphalt driveway over the proposed

Finding:: As conditioned below ingress-egress points will be planned to facilitate traffic and
pedestrian safety; avoid congestion and to minimize c.urb cuts on public streets as specified in the
Springfield Development Code.
-c-.... Recommended Condition: Prior to final site plan approval, execute and record the joint-
use access easement as proposed.
,j Recommended Condition: Provide and maintain adequate vision clearance triangles at
. the corners of all site driveways per SDC 4.2-130.
/ Recommended Condition: The proposed new driveway approach must be constructed to
City Standards. .
Please provide a copy of the draft Decision for my review prior to issuing the final decision.

The Applicant indicates that they already have an easement agreement for access; however I believe that
they will need to record a new access easement agreement. The easement agreement should show the new
limits of the easement depicted on the latest site plan and should reflect the benefit to the newly created
parcel. See my conditions attached.
Also, the applicant has indicated in the submittal information that they already have an improvement
agreement so they do not need to execute anew improvement agreement for paving, curb, gutter, sidewalk
and street lighting on South 47th. However, I do not see any record of an improvement agreement in our
greenbook for this property. I have included this item in my conditions of approval. If they are able to
supply some proof that they have an agreement for this parcel, I believe it will need to be reviewed to make
sure that it will 'apply to and travel with the newly created parcel.
