The following are questi~nsfor consideration in the City of Springfield's Development Issues Meeting Application'
process:
1) Given that our subject site is located within the City of SpringHeld's Urban growth boundary but has not
been annexed to th~ city, and that further, 'the owners planned building expansion requires a Site Review
process:
. what can be done to speed the review and approval of our Site Review application even as the
speciHcs of an Annexation Agreement is pending?
. wh~t can the City of SpringHeld do to,not hold th.-development hostage to infrastructure design
issues which are already being addressed on site by owners current development?
. what speciHc time table can the City of SpringHeld provide as to when a draft of annexation
agreement would be ready to review by our clients ?'
2) We understand that revisions to the 19th 'Avenue and to the Railroad main line maybe in the works and
that these may have some impact on our owners Eastern entrance off of 19th Avenue, In that this driveway
entry is pivotal not only to the use of the building and site as a whole, but also to the speciHc product Row of
our owner, what can be done to slow tramc and provide adequate public protections, while at the same time
insuring the continued use of this site entrance?
3) Given that this site is served by an onsite septic Held and some form of dry well system for storm water,
how does the City of SpringHeld plan on providing these future services to this site and what, if any accom.
modation for this proposed future infrastructure needs to be put in place as a result of the proposed scope of
work? '
4) The owner has currently engaged a Wetland specialist to make a determination if any of their site contains
wetlands, speciHcally along Eastern boundary where our subject lot abuts the railroad right-of-way, What, il
any, other items will be points of concern during Annexation or Site Review?

5) If the Cities timelines to resolve a number of these offsite infrastructure improvements, is it possible that
building permits could be applied for through the County for the specifrc s~opes of work being discussed?
