In 2004 the U of 0 bookstore proposed to use this building for their warehouse with 24 employees, Eric Hall from Eric Hall Architects came in and talked to Tara Jones, Tara found her notes from 2004 when she talked to Mel Oberst, our Planning Supervisor at the time, A proposed . plan from Eric Hall shows the addition 9f an approximate 50 square foot elevator and proposed . paving for the area to the west that Is now currently a gravel field, Eric also showed an existing paved area, surrounding the buiiding that would accommodate the 24 parking spaces needed for employees, The direction Tara received from Mel was that we would not consider this a change in use from the former tenant, Learning Services, previously occupying the building, The business was a software warehouse and supporting office, Eric's question was whether the site needed to . go through the Site Plan Review process and at what point. Mel decided that just adding the elevator and remodeling the. interior could go through building permit only but any expansion would require Site Plan Review (SDC 29,060(3)), Mel also required that that no additional bathrooms, plumbing fixtures or pavement could be added in order to comply with 29,070 (8) which states, "New permitted uses and expansion of permitted uses in commercial and industrial districts shall demonstrafe that the use will not generate' singly or in the,aggregate additional need for key urban services," I also found a requirement on the building perrT]it issued In 2004 (COM2004-00358) stating, "Planning approval for interior remodel only: Any expansion will require Site Plan Review through the Urban Planning Division." . . I did talk to Rhonda this past year, transferred on by the building division,. regarding the construction of a carport for traiie'rs used at U of 0 games for concession items being stored on the property, Rhonda also stated they had vans they kepton the unimproved, gravel area on one side and traiiers on the unimproved portion on the other side, I then talked to Sarah Summers, ' current Planning Supervisor and we'discussed the additional uses, A few of the items that came' . up were that our code does not allow parking of vehicles or stored materials on unimproved portions of the Jot (31.190(1),31,170 (3) and (4) 31,120(4), and the property abufs residentially zoned property, An expansion in the UGB would require Site Plan Review and would need to comply with 29,070(8), I did discuss the Site Plan Review process with Rhonda and think that it . what she is referring to in,her e-maii aboutsoundingcomplicated.soit.wasn.t the allowable use' issue, If they are still storing vans and other l)1aterials on the unimproved portion of the lot I still can't say it's OK without a Site Plan ~, MB,3 review which would probably include paving, screening, etc, We are currently dealing with two other properties cited by Code. Enforcement for' the same violation, , . .' Hi Liz, John and I visited the 00 Bookstore facility iri Glenwood earlier this month to discuss future plans' for expansion, They expressed some concerns about a previous effort to obtain a permit for an additional carport on their propertY, I have forwarded the email J mceived from Rhonda Stoitz, They are concerned that they may be violating the land use code by storing two vending trailers, and several vans on their property and would like to be able to resolve the issue with as little stress as possible, ' ' i believe'the bookstore is zoned LML I am unable to find where it restricts the storing of the two vending'trailers or their delivery vans on'site, They said that they spoke with you when they were attempting to obtain the permit in April. They mentioneq a possible issue of "fleets." I've looked . through Article 20 as well as 29, Any clarification you 'could offer would.be most helpful arid might be able to put their concerns to rest. At the time, we just wanted to erect one of those carports to cover the trailers and applied for a permit. Ilended up sounding complicated enough that we just chose to wait until we did this expansion to figure out exactly what 'would work, She seemed concerned that the trailers that we use to sell product at games were not allowed to be stored on the site, and if I understood her correctly even the storage of our vans on the prop'erty was prohibited. You saw the trailers she was concerned about under the cover of the shed (where,]ohn was , joking about the sailing mast), We also have two railcars stored next to the trailers.
