Dear Linda; SUBJECT: DEVELOPMENT ISSUES MEETING #ZON2007-00036 UNNERSlTY OF OREGON BOOKSTORE, Tax Map 18-03-03-12, Tax Lots 501 & 502,3895 E'19,h Avenue Listed below are our comments for the above refercnced development proposal: I. The proposed development is currently within the service tcrritory of the Glcnwood Water Disnict and will be served by GWD unlilthe property is aIlllexed into the City of Springfield, at which time SUB will bccome the water scrvice provider. 2. All new water systcm facilities and modifications to water system facilities both inside and adjacent to the proposed development shall be placed in street right-of-way at a location' and depth of bury that meets the standards of the SUB Water Division. 3. All water facility materials shall be to a standard that must meet SUB'Water Division specifications. 4. All workmanship shall be perfom1ed to meet or exceed S'UB Water,Division construction standards. S. Size of waterline and other facilities, im:luding water meters, must meet the needs ofthe SUB Water Division and the long-range needs of the City., These needs include, but are not limited to, meter location and access, sizes of water distribution and transmission lines, pumping facilities, and communication lines. 6. Plcase ask,the developer to contact the SUB Water Division for detailed information on the materials and constnlction standards, dClailed costs for installing SUB water facilities, and a schedule of constnlction. Construction ,~xpenses may be reduced with good planning of req uitcd water facilities, good timing of facilities installation, and joint trench opportunities. 7. All water meters will be placed in publie right-ot:way at a location identified by the dcvdoper. Eaeh lot or parcel must have its own water service. 8. Water service facilities will be installed llpon,collection of development charges. Developmcnt policies and charges identified in this letter are subject to change. Actual charges will be those in effect at the time water service is requested. Ninety percent of Springfield's drinking water epmes from wells. In every instance, care shall be taken to prevent groundwater contamination. Contractors/developers/owners shall be responsiblc for the safe handling and storage of chemicals. petroleum products, fertilizers, and tho: prevention of groundwater and storm water IUnoff contamination. Special requirements may be necessary for groundwater protection at thi s development. Contact Amy Chinitzat Springfield Utility Board Water Division for details at 726-2396. 10. Baekflow prevention devices will be required for this service. Please'contact Chuck Davis at 726-2396 prior to installing water service. Chuek can help in the selection of the most economical device and. location. Water servi~e will not be provided until a backflow plan has been submitted to SUB Water Engineering and approved for installation.
