'On September 6, 2007, a Development Issues Meeting took place at the City of SpringHeld
Development Services OfHce., Represe~ta!ives of the City Departments, th~ Owner's
representatives and Civil Engineer along with this ofHce, met to discuss the Project, h is
understood by the Applicant that this meeting is a continuation of the original D.l.M" originally
held on September 6, 2007, to discuss the current processes, required for the preparation of
the Annexation Application and Site Review Application which will follow.
The Owner has been in contact with the Developmental Services and its staff on obtaining
information that was outlined in the previous D.I.M, However, certain items have still not
been resolved concerning site development. A Development Agreement will need to be
developed 'between the City arid the Owner that will allow the Owner to submit a complete
application for Annexation and, subsequently, for Site Review, This Meeting is assumed to
present a forum in whtch to continue the discussion from the earlier D,I.M. on how to
approach and facilitate, the preparation of this Agreement.
The following are questions for consideration in this second Development Issues Meeting
Application process:
1) Given that our site is located within the City of Spring Held's Urban Growth Boundary but
has not been annexed to the City, and thatfurther, the Owner's planned building
expansion requires a'Site Review proces~:
. Can the City provide an allocated time table for each facet of the Annexation
Agreement and the Site Review process?

. Will the City con~rm whether this project can proceed into Site Review while
continuing to use the existing septic until the City determines when a City septic system
can be engineered and installed in the vicinity of the site? ,
2) What can the City of Spring~eld do to'expedite our development's future utility
connections ahhough infrastructure issues have not been resolved?
3) The Owner has employed a wetlands speciali'st who has submitted a report regarding
both the Wetlands Delineation and Goal 5 Audit; What, if any, other items will be points of
concern during either the Annexation or Site Review?
.4) Can the City determine the timing and costs for the extension of sanitary sewer to the site?
What is the City's intentions in support of our Annexalion Application?
5) Will the City require modi~cations to the existing on-site storm water system before a storm
water management system is engineered and installed by the City that will allow the Owner to
connect to a storm water line in the vicinity of the project?
