Public Works Engineering Comments
The subject application involves tax lots 50 I and 502 located at 3895 East I 9th Ave. The
. applicant has submitted plans to discuss the possibility of an expansion of an existing distribution
center structure with shop and paving additions.
Applicant's Questions:

1. Given that our site is locatcd within thc City of Springfield's urban growth
boundary but has not been annexed to the City, and that further, the owner's
planned building expansion requires a site review process: (a) Can the City provide
an allocatcdtime table for each facet of the anncxation agreemcnt and the site
review process? And (b) Will the City confirm whether this project can proceed into
site review.whiIe continuing to use tbe existing septic until the City determines when
a City septic system can be engineered and installed in the vicinity of the site?
(a) Planning Department will provide primary answer. An annexation agreement will be
required for the subject property prior to submittal of an annexation application for
review. The annexation agreement does not have a statutory timeline, but is handled by
the Public Work Engineering Division. The agreement is negotiated between the City
and the property owner, and sets the terms and responsibilities for providing service to
the property.
(b) The property can not be annexed until the subject property has City services including
sanitary sewer. Septic systems are reviewed and approved by the Lane County
Sanitarian. Using the existing septic system during the site plan review and annexation
process will have to be reviewed and approved by the Lane County Sanitarian. In
addition, the Planning Department as well as all other City departments will need to
review the approved use of the site and determine continued future uses.
2. What can the City of Springfield do to expedite our development's future utility
connections although infrastructure issues have not been resolved?

3. (a) The owner has employed a wetlands specialist who has submitted a report
regarding both the wetlands delineation and goalS Audit; (b) What,"if any, other
items will be' points of concern during either the annexation or site review?

(b) Lane County has jurisdiction over the road and drainage. Lane County Public Works
should be contacted for reviewing possible facilities permit and other County permits for
the proposed development.
4. . (a) Can the City determine the timing and costs for the extension of sanitary sewer.
to the site? (b) What is the City's intentions in support of our annexation
application?
(a) There are no current plans for extending City s'arutary sewer to this subject property
and no estimated cost can be provided by the City for this needed service. The closest
sanitary sewer that may possibly be utilized (if the elevations and grades are acceptable)
is the 30" trunk line located in Franklin which is over 2000 ft. north of property. There is
an 18" sanitary sewer located in Glenwood Blvd west of the property; however, this
location may not be feasible given the storm basin and easements needed. The feasibility
of actual construction options and costs should be evaluated in detail by a professional
licensed engineer.
(b)An annexation agreement will be required for the subject property, prior to submittal
of an annexation application for review. The annexation agreement does not have a

s. Will the City require modifications to the existing on-site storm water system before
a storm water management system is engineered and installed by the City that will
allow the owner to connect to a storm water line in the vicinity of the project?
The site plan will indicate the on site storm water requirements. The closest storm line
appears to bean 18" storm pipe located in 17th Ave. and may be connected to that system;
however, the grades would have to be reviewed and a storm water analysis completed.
