It is the responsibility of the permit holder to see that all inspections are
made at the proper time. To request an inspection, call 726-3769
(recorder), state your City designated job number, job address, type of
inspection requested and when you will be ready for inspection. Requests
received before 7:00 a.m. will be made the same working day, requests made after
7:00 a.m will be made the following work day.

FUTlJRR TRAFFIC VOLUMES
The existing traffic volumes were factored by a three percent per year growth rate to project
the background (No Build) traffic volumes in 1999.
Trip Generation
Trip generation values for the pipeline project were developed from trip rates given in the
Trio Generatioo manual, Sixth Edition, published by the Institute of Transportation Engineers
(ITE), Trip rates were determined for each of the different land use zones. For the 67.5 acres
of campus industrial, an industrial park (ITE Land Use 130) was assumed to occupy the site,
Site acreage was used as the independent variable for the trip rates, The 42 acres of medium
density residential was assumed to be developed at 20 units per acre (the maximum density
allowed by City of Springfield code). This results in a maximum of 840 units on the site. For
trip generation purposes, each of the units was assumed to be an apartment (ITE Land Use
220), The 6,9 acres of community commercial zoning was assumed to be developed by an
office park (ITE Land Use: 750), Site acreage was used as the independent variable for the
trip rates. As discussed previously, only 25 percent of the pipeline project is assumed to be
completed in 1999. The trip generation values in this report retlectthis. A summary of the
projected trip generation for the pipeline project is included in the Appendices. 1999 'No
Build' traffic volumes with the pipeline project are shown on Figure 3,
Trip generation values for the proposed medical office building (ITE Land Use: 720) were
developed based on trip rates in the Trin Generatiol} manual, Sixth Edition. Based on this
data' the proposed 12,533 square foot medical office building will generate 46 trips during the
PM peak hour and 453 trips on an average weekday.
