Subject: DRC2007-00080.Rosboro Lumber Condition 6f Approval #2 .
On February 8, 2008, .the City issued a decision on Case No. DRC2007-00080 for a Minor Site
Plan Modification to the Rosboro site. Condition of Approval #2 of that decision stated that
"prior to operation of the modified area of the site, the applicant shall propose and receive
approval from the City of Springfield Puhlic Works Department for a pretreatment upgrade to the
affected stormwater system...."
The applicant has submitted the attached proposal for a pretreatment upgrade to the affected
stormwater system. Please review the proposal and provide written comments to me no later
than March 6. 2008. .

Kiln Project Stormwater Management
. Rosboro currently employs a system of Best Management Practices (BMP's) as described in
the Oregon Department of Environmental Quality's Best Management Practices for Storm water
Discharges Associated with Industrial Activities, revised Jan. 2001. These combined BMP'sare
designed to achieve the discharge benchmarks established by DEQ in Rosboro's 1200-Z General
NPDES Stormwater Permit. The applicable BMP's are as follows: .
. BMP# CS3: Storeall fluids under cover and within secondary containment.
. BMP# CS7: Use lined grease containers and properly dispose of the liner.
. BMP# CS 15: Sweep paved roads, parking lots and storage areas with a vacuum sweeper
incorporating exhaust air filtration.
. BMP# CS21: Educate employees on potential adverse impacts of the business.
. BMP# CS22: Practice good housekeeping for materials stored outside.
The system ofBMP's meets the requirements ofEDSPM 3.03.3.B. Previous stormwater
testing at the outfall has shown that the implementation of the BMP's listed above has achieved
more than 70% reduction of the total suspended solids in the runoff.
Rosboro proposes to further upgrade the affected stormwater system by implementing BMP#
CS II: retrofit the current drains to standard sediment and oil trap catch basins. Rosboro will install
three.Sand Collector Catch Basins supplied by Gibson Steel Basins (see attached drawing). The
catch basins will ensure pretreatment of stormwater runoff prior to discharge into the public
stormwater system.
The industrial conditions at the site, including the lack of anyon-site landscaping areas in the
modified area of the site, make it impractical to treat stormwater using vegetative methods. Given
the effectiveness of the other BMP's, we request that you waive the vegetative treatment
requirements as allowed under EDSPM 3.03.6.
