Planner: MEM RE: Notice of Incomplete Application (DRC2007-00080) Dear Molly: The Following is in response to your letter dated December 26, 2007 regarding the above referenced project: 1. ISSUE: Lane County's Assessment and Taxation Maps indicate that 17-03-36-42-07300 is a retired parcel and has been consolidated into 17-03-36-00-00100. The plans submitted show parcel boundaries around the old Tax Lot 7300, Show correct parcel boundary of Tax Lot 100 on the plan set RESPONSE: The parcel boundaries around the old Tax Lot 7300 have been erased and the current boundary of Tax Lot 100 is shown, 2. ISSUE: Drinking Water Protection application or a written request for exemption in conformance with the requirements of SDC 3.3-200 RESPONSE: A written request for exemption has been submitted to SUB. A copy of the request is attached, 4. ISSUE: All items on the checklist starting on the following page other than those items already submitted. For your reference, I have checked off the three items already submitted, RESPONSE: The following is an outline of the list provided and with details on the changes, if any, to the plans, as well as explanation as to why certain elements remain unfulfilled. a. Site Assessment of Existing Conditions: . A vicinity map has been added to the plans . The name, location, and general dimensions for the buildings, curb cuts, trees, and impervious paving areas adjacent to the area to be modified are depicted on the plans, as well as building setbacks from the property lines. The only existing elements to be removed are impervious and or gravel where the new shed and concrete slab are to be constructed. . There are'no significant water courses or riparian areas on the site to be included on the plans. . As noted on the Site Layout Plan the entire site lays, outside the 500 year flood plain according to FEMA FIRM map41039C1161 F dated June 2,1999 . As Noted on the Site Layout Plan the site is inside a 20 year Time of Travel Zone. . The revised plans now include a site landscape survey that distinguishes between small and large trees, as well as shrubbery and ground cover. . . . The soil types, associated with this site are noted on the Site Layout Plan (note #2), Information source: Soils Survey of Lane County. b. Site Plan: . A Site Dimension Plan has been added to the set which includes the outside dimensions and the area measurements of the buildings adjacent to the proposed shed and concrete pad. . There are no proposed fences in the scope of this project. T!1e existing fences are composed of 6'-0" high cyclone mesh and three strands of barbed wire no' higher than 8'-0", . There are no existing street access points adjacent to the location where work is to be preformed, o Bike parking data can be found on the cover sheet..The existing bike parking is a 26'X16" fenced enclosure, o There are no proposed transit facilities in'the scope of this project o There are no public spaces in the vicinity of the area where work is to be preformed. c. Improvement and Public Utilities Plan o The location and size of all easements as outlined in the Title Report for this parcel are depicted on Sheet A 1.0 Site Layout Plan , o The names and width of the streets adjacent to the property have been noted on the Plans. o As there are no proposed or existing streets in the vicinity of the area where is to be preformed, it seems unnecessary to include the location and type of existing street lights on the plans. o Fire hydrant and power pole locations are included in toe plans. Mailboxes, traffic control devices at present are not included on the plans. o There are no sidewalks in the vicinity of the area of work to be preformed. The majority of the area is paved and provides accessible routes to the adjacent structures. o A Site Utility Plan has been added to the set. The electricity for the new shed will come from the main service panel for the Laminating Plant. d, Grading, Paving, & Stormwater Management o At the present no grading information is being provided on the plans. One catch basin will be relocated in a manner such that no significant alteration to the grade of the surrounding, existing paving will have to be made in order to make room for the new concrete pad, e. Landscape 'Plan o There is no landscape work in the scope of this project, a survey of the existing landscaping fronting South "A", 28th, and Main streets is included in the plan set. f. Architectural Plans o An architectural sheet including a fioor plan, roof plim, .and elevations have been included in the drawing set. . , g. On,Site Lighting Plan o , The extent of the on-sight lighting information to be provided for this submittal is the location of the existing parking lot poles. Attn: Amy Chinitz Re: Minor Site Plan application; Case Numbe~ D.RC2007-00080 This is a request for an exemption from the Drinking Water Protection application, regarding the above case number. This minor site plan modification proposal is for construction of a 3,100 square foot metal framed storage shed; and a 60,000 square foot concrete slab to replace existing concrete and asphalt paving. The impervious area from existing to proposed remains the same. ; , . The metai'framed storage building is not intended for the use or storage of any hazardous materials as listed in section 3.3-200 of the Drinking Water Protection Overlay District. Indeed, this building will be used for storage of.hand and power tools; spare, parts for plant machinery; and environmental clean-up supplies such as oil-absorbing booms, pads, brooms and shovels, The 60,000 square foot concrete pad will include approximately 17,700 square feet of lumber drying kiln machinery. These kilns are used to dry lumber, using steam heat with electric fans to circulate air, . The steam, which originates in our existing boiler-house, is a closed loop system with ttie only by-product being steam-moisture released from the lumber into the atmosphere as a result of the lumber drying process, The remainder of the concrete pad will be used for storage of lumber.
