* . CODE ENFORCEMENT CASE
1/31. Complaint received from neighbor that Montessori school being operated in
residence.
2/7 Spoke with Tara. She's working with Carla (owner of Montessori school). Said
the state laws have changed. allowing 16 children now as a home. Said they have the
operator of the schoolliving at the facility. She will refer Carla to me about the deadlines
as the letter has the wrong violaiton timelines for deadlines.
2/8 Spoke with Carla. She said the operator of the preschool is Ethan Castle and he
lives at the residence. Said they eventually plan to have a center, but it's withing
preschool regulations for now. I told her two days from today (I'd check the 13th) for the
signage. She agreed

8/26 Pre-submitt:i1 meeting held for Site Plan Review - change of use frotn residential
child care to commercial preschool in HDR zone. Application was deemed incomplete
due to inadequate parking and internal pedestrian and vehicular circulation. That
afternoon, staff was informed by Fire that this change of use required a change of
occupancy to "E" (Educational). Staff phoned Applicant with this information.
8/27 Applicant's architect submitted change of occupancy plans and applied for
building permit.
9/5 Staff advised by Robert Castille, Building Inspector, thatthe school was in full
operation without Building Permit approval. Per Dave Pruent, Building Official, he is
investigating the situation. At this point, it is Unknown what specific action will be taken
by the Building Department regarding this situation. A potential response will be to
cause the immediate closure of the school, however, this will not occur today.

6/11 Jim Donovan met with Ms McQuillan to discuss transitioning this location from a
commercial daycare facility to an elementary school, operated under a charter from the
Springfield School District.
7/3 DIM held
9/5 No further action taken as of this date. Still operating as a commercial child care
facility (as permitted' in the CC zone).
