Conceming the above named child care program in Springfield. Unfortunately I will not be in my field
office in Eugene until Tuesday, however I am making every effort to re-open this facility as a Certified
Family Child Care Home effective this morning, Shuffling children to and from 2 facilities is not in their
best interest. I understand there have been some unfortunate delays in the issuance] of the Certificate of
Occupancy for this property, I have completed the initial inspection as has the Environmental Specialist
Pending is the inspection from the State Fire Marshall and the Certificate of Occupancy indicating final '
inspection of the various systems modified/improved during the remodel process,
To allow children to attend the program I am converting the current temporary Center license to that of a
Certified Family Child Care Home effective this moming, The only remaining issue is that of having a
provider in residence or not. A brief email from you indicating your approval of a non-residing status
would allow the provider to focus on care of the children, rather than a temporary residency move into the
facility. Time is of the essence and your prompt reply will be greatly appreciated, I will monitor this

Your email to the City Manager was forwarded to me for response, The site plan application you have submitted
is under review and I believe you are aware that Planner Lissa Davis is managing the application, Ms, Davis
advised me last week and again this moming that serious public safety concerns related to your parking proposal
are preventing a quick decision to approve the site plan, If I understand correctly, your architect is working on a
revised parking proposal and I'd like to encourage this as it is our hope that parking will be satisfactorily
addressed so that a denial decision can be avoided,
Springfield's Building Official advised me last week that any building, electrical or other construction permits
issued for the subject structure are those that the City can authorize for a residential dwelling, Any decision about
occupancy as a school for 16 children is subject to an approvable site plan and approval of the Fire Marshall.
For the quickest response to any ongoing concerns, please communicate directly with Ms, "Davis re your site plan
and Mr. Castille re your building permit(s), I can be available to meet with you personally about this if you wish,

I am the executive director of Children's Choice Montessori Schools. It is now my
understanding that we have yet another revision to make to our 5th street facility in order to
acquire the CO to operate as a child care center. We have been working closely with the city for
several months now in an effort to comply with all city and state regulations. It is disturbing to
me that after paying for a development issues meeting in August, we were not notified of the
requirement for a change of occupancy or the metal conduit electrical wiring. We are making
every effort to expedite the electrical changes, estimated to take approximately one week. In the
interim, we would like to reopen as a certified family home licensed to: care for 16 children,

Unless someone is living at the address, we a letter from the city acknowledging that we are a
"non-residing certified family home". Would you please a letter to this effect to my state
licensing specialist, Barb Whiddon, as soon as possible.
Your prompt attention to this matter is greatly appreciated. I will be available from 6:30 am on
Monday September at 726-2654.
