Provide sill plate sealer at all dwelling walls in two locations to reduce the potential for air leakage into the floor insulation and the interior of the structure, Apply two beads of sealer at each of the following locations: a. Between the top rim joist and the floor sheathing. b. Between the floor sheathing and the wall sill plate. (OSSC 5303(E)2). 5. The existing staircase does not comply with the requirements for exit stairs. Since this is the only stair providing egress from the new master bedroom, the stair must comply with code requirements. Stair details have been submitted for corrections to the riser and the tread dimensions. However, , since the existing stair appears to be only 27 inches in width, which is less than the code approved width for a required exit stairway, it must be upgraded to the present code requirement of 36 inches in width, finished dimension (see the attached City hand out drawing for stair dimensions and recommended construction methods). '(R311 S I) 6. Provide a method, acceptable to the building inspector, for supporting ends of the new ridge board arid cutrafters at the accessto the new bonus room. (R30 1.1) 7. Maintain a minimum of I" air space between the underside of the roof sheathing and the top of the insulation material for ventilation of the rafter/joist space. (R-806.3). 8. All building materials at or below the BFE (Base Flood Elevation) must be flood resistant Therefore, wood studs and plate material, posts, beams, sheathing and siding within the crawl space area and, on outside surfaces at the saine level, shall be pressure treated or materials that ar~ naturally .. resistant to decay, such as the heartwoods of cedar and redwood or cypress. Electrical and mechanical systems shall be protected from flood damage. Electrical equipment and components and heating, ventilating and air .conditioning and plumbing appliances, plumbing fixtures, duct systems alJd other service equipment shall be located above the "Base Flood Elevation" (BFE) for the site unless they are designed and installed to pre'(ent water from entering or accumulating within the components and to .resist hydrostatic and hydrodynamic loads and stress, including the effects of buoyancy during the occurrence, of a flood to the design flood elevation. Electrical wiring systems are permitted to be located below the design flood elevation provided they conform to the electrical part of the Oregon Residential Specialty Code for wet locations. ' (R323.15) 15. The finish floor elevation shall be a minimum of 12 inches above the designated Base Flood Elevation for the site. The enclosed Elevation Certificate must be completed by a licensed land surveyor, engineer or architect who is authorized by the State.of Oregon to certify elevation , information. The compl~ted certificate must be returned to this office prior 'to requesting occupancy approval or the building project The elevation certificate shall demonstrate a finished lower floor elevation of~t;f.tr feet above the existing soil grade at all locations (FEMA Form 81-31) J 6.
